In a hearing on the President's education budget, John Kline asks Sec. Arne Duncan why the administration isn't committed to fulfilling the federal government's obligation of special education funding. Last year their committee offered a proposal that would have increased the federal contribution to more than 17 percent. Unfortunately, the U.S. Senate and President Obama elected instead to dedicate these funds toward pet projects, unauthorized programs, and programs with no track record for success.
