Congressman Bobby Schilling (IL-17), a member of the House Armed Services Committee, spoke on the floor of the House of Representatives in support of the 2013 defense bill. The final package reported out by the Committee added several bipartisan provisions authored by Schilling with the support of a number of committee colleagues, including provisions to strengthen the Rock Island Arsenal (RIA) located in Schilling's congressional district, streamline small business contracting, improve health care for military families and help bring MIA warriors home.

I'm fairly certain there are no "small" businesses that contract with the Department of Defense. The Rock Island Arsenal is anything but small.
