Upon reading the bill, I was surprised to learn that the term "’small business’ means any business, including an unincorporated business or sole proprietorship, that employs not more than 500 employees or that has a net worth of less than $7M.” Out of approximately 25K single location companies (v. branches) in Appleton and Green Bay, 54 have more than 500 employees (manta.com). Security-Luebke Roofing has 35 employees. That is what I consider to be a ‘small business’.

How about considering individual rules and regulations based on their merit instead? I'm wary about painting with such broad strokes.
