Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The incumbent is responsible for serving as the audit resolution liaison between CAO business units and the House Inspector General’s office, and coordinating the CAO internal control function.

Primary Duties/Responsibilities: 

1) Conducts audits and ongoing reviews of organization controls, operating procedures, and compliance with policies and regulations.
2) Reviews and appraise the soundness, effectiveness, and proper application of account and financial controls, compliance procedures and controls and timeliness of documentation generation.
3) Assess the adequacy and extent of programs designed to safeguard organization assets.
4) Support management in maintaining internal control documentation in accordance with program standards.
5) Perform testing of financial and technology internal controls in connection with management’s assessment of the design and operating effectiveness of internal controls to determine whether controls are sufficient and operating as intended.
6) Analyze control deficiencies and propose recommendations for effective risk mitigation and process improvements.
7) Work with management to support and monitor effective and timely resolution of control deficiencies.
8) Provide input and help to develop training material and facilitate training sessions for various internal stakeholders.
9) Develop working relationship with varying levels of staff within the CAO organization responsible for financial and IT processes.
10) Perform independent verification and testing to verify closure action has been completed.
11) Keep the Director of Internal Controls informed of financial or technology issues related to audit findings or internal control deficiencies as they arise.
12) Compiles and issues reports detailing conclusions and providing recommendations for improvements.
13) Research and maintain current body of knowledge on applicable financial and technology auditing standards and procedures.

Performs other official duties as assigned.
 

Qualifications:

1. Bachelor’s degree in Accounting required, CPA and/or CISA required.
2. Minimum of five-seven years accounting/finance and automated financial system experience; working
experience with Lawson and/or PeopleSoft required.
3. Knowledge of laws and regulations governing the House preferred.
4. Knowledge of OMB Circular A-123, Management’s Responsibility for Internal Control required.
5. Knowledge of NIST publications required (as applicable to IT testing).
6. Ability to work well with others and review the work products of and provide direction to other staff as necessary.
7. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior
management.
