The Japanese attack at Pearl Harbor on December 7, 1941, took the lives of more than 2,400 Americans. In 1945 Congress created a joint committee to answer the question: why was the U.S. unprepared for the attack? Committee members heard from 44 witnesses and the hearing transcripts filled more than 5,000 printed pages and included some 14,000 pages of printed exhibits.
