HOUSE APPROVES STEARNS' AMENDMENT TO IMPROVE HEAD START AND HIS LANGUAGE ON FAITH-BASED ORGANIZATIONS

CHANGES INCLUDED IN THE SCHOOL READINESS ACT PASSED TODAY BY THE HOUSE

 
 

Washington, Sep 22, 2005 - "Head Start programs provide a rewarding experience for all involved: children, parents, and Head Start employees," stated Rep. Cliff Stearns (R-Ocala).  "This success depends on properly training employees to care for the children's unique needs.  However, current legislation overlooks this crucial need.  My amendment corrects this oversight and includes families with children with disabilities in the list of training subjects the bill directs the Secretary of Education to provide."

The House approved Stearns' amendment during consideration of H.R. 2123, the School Readiness Act, which reauthorizes Head Start and creates more competition in the Head Start system.  Explained Stearns, "Families with children with disabilities need support.  Proper training of Head Start employees will enable them to anticipate possible challenges, evaluate current difficulties, and educate employees in current strategies and resources available to parents.  I am grateful for this support in improving an important program."

The Housed also approved language drafted by Stearns protecting faith-based organizations participating in Head Start programs by allowing them to opt out of teaching lessons contrary to their beliefs.  "Faith-based organizations are a powerful force in community service and strengthening our nations," said Stearns.  "They should not face the difficult choice of ending their help for children or teaching material that conflicts with their deeply held religious beliefs."
