It Take a Caucus? Lawmakers Band Together to Fix Congress - Wall Street Journal, May 15, 2012

Congress has been trying to solve the country’s debt problems, housing woes and unemployment challenges. But some lawmakers have identified a new crisis: Congress itself.

On Tuesday, a group of four House members – two Republicans and two Democrats – held a press conference to formally launch the “Fix Congress Now Caucus.” It was not immediately clear what the group thought was most in need of fixing, but the caucus decided that the first order of business would be support for a “no budget, no pay” act. The measure says that lawmakers don’t get paid if Congress fails to pass a budget and all spending bills by Oct. 1 every year.

The group was founded by Reps. Scott Rigell (R., Va.), Reid Ribble (R., Wis.), Jim Cooper (D., Tenn.) and Kurt Schrader (D., Ore.) at time when many voters also believe that Congress needs fixing. That raises an issue for Capitol Hill’s Mr. Fixits. While Congress works to repair itself, voters may come up with their own solution: voting lawmakers out of office.
