HOUSE PASSES FOREIGN OPERATIONS SPENDING BILL

Washington, D.C., Jun 9, 2006 - U.S. Representative John Carter (TX-31), a member of the Foreign Operations Appropriations Subcommittee, applauded House passage of the Foreign Operations, Export Financing, and Related Programs Appropriations Act for Fiscal Year 2007. The bill includes funding for programs that promote free trade, global health, and international assistance. Further, the bill includes language written by Congressman Carter that will help ensure that appropriate funds are used to fight drug and weapon smuggling along the Texas-Mexico border through programs at the State Department.
“This bill funds programs to encourage the spread of free trade throughout the world while working to alleviate poverty and disease. Providing foreign assistance and economic relief to troubled regions in the world helps promote economic freedom and foster liberty and democracy,” Congressman Carter said. “I am especially pleased that the bill includes language I authored to ensure that the State Department is working to protect Texas from the dangers associated with drug and weapon smuggling.”
This House bill exercises fiscal discipline by trimming the administration’s initial funding request by 10 percent, while ensuring foreign operations priorities are fully funded.
Specifically, the bill continues to hold countries accountable for the way they spend U.S. foreign assistance by providing record funding for the president’s signature foreign assistance initiative, the Millennium Challenge Corporation (MCC). It also provides $522 million for a new initiative, the Trade Capacity Enhancement Fund, which will provide incentives for countries to adopt free trade policies. Finally, the bill contains funding for key global assistance programs, including $3.4 billion to fight HIV/AIDS, tuberculosis, and malaria.
