Project Title: Essex County Environmental Center Panel and Exhibits Recipient: County of Essex, New Jersey Address: 465 Dr. Martin Luther King, Jr. Boulevard, Newark, NJ 07102 Amount Requested: $861,080 Project Description: The funding would be used to install solar panels on the roof at the Environmental Center to generate energy to run a model home exhibit to demonstrate renewable vs. nonrenewable energy. This exhibit would be one of the Center's displays that focus on alternative energy sources. Value to Taxpayer: Currently, the Environmental Center receives 20,000 general visitors per year and over 6,000 students participate annually in Center activities that enhance their schools' science and environmental classroom curricula. This project would generate additional visitors and students to the Center and promote environmentally sound, renewable sources of energy that could reduce the nation's dependence on foreign oil.
Project Title: Essex County Kip's Castle Window Replacement Recipient: County of Essex, New Jersey Address: 465 Dr. Martin Luther King, Jr. Boulevard, Newark, NJ 07102 Amount Requested: $696,000 Project Description: The funding would be used to replace 100 year-old windows at Essex County Kip's Castle, a historic property that would become the county's cultural resource center, with Energy Star-rated windows to improve heating/cooling retention and save 30 percent annually on the building's energy costs. Value to Taxpayer: This project would save taxpayers money by reducing Essex County's energy costs while also reducing the area's carbon footprint. Kip's Castle is a significant and historic building in the County and part of the Essex County Park System. This project would preserve this property while increasing its energy efficiency, and over time the property would serve as the community's cultural resource center.
Project Title: Installation of Solar Panels on Hudson County Facilities Recipient: County of Hudson, New Jersey Address: 538 Newark Avenue, Jersey City, NJ 07306 Amount Requested: $1,000,000 Project Description: The funding would support the County's efforts to install state-of-the-art solar energy systems at six County facilities. Value to Taxpayer: This project would provide clean, renewable solar energy to residents of Hudson County, while promoting the increased use of such an energy source and reducing energy costs for the county. This project would also be a national model for other large, principally urban counties to better serve their populations.
Project Title: The Liberty Science Center Solar Energy and Conservation Project Recipient Liberty Science Center Address: 222 Jersey City Blvd, Jersey City, NJ 07305 Amount Requested: $2,000,000 Project Description: The funding would be used to purchase a two million megawatt solar panel array to be installed on a carport structure to make the Liberty Science Center nearly self sufficient in electricity. Value to Taxpayer: This project would address the growing challenge of meeting peak energy needs in the community, while reducing greenhouse gas emissions. This project would also create a showcase of the power of solar energy that could serve as a best practices model that incorporates the reduction of energy costs, cuts the stress on peak energy demands, and cuts emissions. As part of this project, Liberty Science Center strives to implement a more focused environmental science curriculum that is relevant to the local schools, neighborhoods, and cities it partners with to provide science education.
Project Title: Joseph G. Minish Passaic Riverfront Park and Historic Area Recipient: City of Newark, New Jersey Address: 920 Broad Street, Newark, NJ 07102 Amount Requested: $7,500,000 Project Description: The funding would support construction of the Joseph G. Minish Passaic Riverfront Park and Historic Area facilities on long-underutilized waterfront land to rehabilitate approximately 9,000 linear feet of Passaic River shoreline and revitalize communities and institutions throughout Newark, New Jersey. Value to Taxpayer: The creation of waterfront park facilities would do much to improve the quality of life for this vibrant and crowded neighborhood that is currently lacking in operating parkland. This project would provide a new focal point and noteworthy amenity for downtown development activities. It would reconnect the city to its riverfront and the rich maritime and colonial history associated with it. It would also allow neighborhood residents direct access to the Passaic River, its beauty, and its recreational opportunities.
Project Title: Master Plan for the Lower Passaic River, New Jersey to 2030 Recipient: Passaic River Coalition Address: 94 Mt. Bethel Road, Warren, NJ 07059 Amount Requested: $400,000 Project Description: The funding would be used to create a master plan to increase economic viability and improve the ecological integrity of the Passaic River, Newark Bay, and the surrounding municipalities Value to Taxpayer: This project would create a master plan to increase and improve commercial uses along the river and bay, which would bring jobs to the area. It would also enhance recreational uses in the area and identify sites for innovative technology to treat the contaminated sediments not only in the Passaic River and Newark Bay, but for brownfields up and down the East Coast.
Project Title: Municipal Complex Solar Power Project Recipient: City of Perth Amboy, New Jersey Address: City Hall, 260 High Street, Perth Amboy, NJ 08861 Amount Requested: $500,000 Project Description The funding would be used to purchase and install a solar power system at both the new Police/Court Building and the Fire/Code Enforcement building to produce an energy efficient complex. Value to Taxpayer: This project would reduce dependency on a private energy provider and reduce energy costs. The city taxpayers would benefit from a clean energy source that reduces operational costs and provides a local supply of energy for the police/court and code enforcement/fire building, which serve the entire city.
Project Title: Bronx River Basin Ecosystem Restoration Survey and Study Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $700,000 Project Description: The funding would be used for a study of the flooding, erosion, and habitat loss in the Bronx River Basin. Value to Taxpayer: This project would provide important information regarding habitat loss, erosions and flood control to benefit ecosystems and communities surrounding the Bronx River Basin.
Project Title: Comprehensive Restoration Plan for Hudson-Raritan Estuary Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $1,000,000 Project Description The funding would be used for a feasibility study to help the New York/New Jersey area complete its Comprehensive Restoration Plan. Value to Taxpayer: The project would complete the Comprehensive Restoration Plan to restore the estuary based on science and stakeholder endorsed ecosystem targets. This plan is critical to achieving the stakeholder vision of a harbor estuary that recognizes that restoration is as important as economic development in the region.
Project Title: Flushing Bay Restoration Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $250,000 Project Description: The funding would be used to complete peer review and finalize feasibility report and Environmental Impact Statement for regional ecosystem projects in Flushing Bay, and Creek, New York. Value to Taxpayer: This project would have a positive environmental impact in the Flushing Bay.
Project Title: Gowanus Canal Study Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $300,000 Project Description The funding would be used to complete a feasibility study to assess environmental solutions to the problems present in Gowanus Canal and Bay Value to Taxpayer: This project would indentify solutions to problems affecting the Gowanus Canal and Bay, such as clean up for off-channel contaminated hot spots, contaminant reduction, wetland creation, water quality improvements, and alteration of hydrology/hydraulics to improve water movement and equality.
Project Title: Hackensack-Meadowlands Feasibility Study Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $204,000 Project Description The funding would be used for a feasibility study of restoring wetlands and assessing toxic waste remediation potential in Hackensack-Meadowlands. Value to Taxpayer: This project would complete a feasibility study on restoring wetlands and assessing toxic waste remediation potential in an area where wildlife habitats preserves are threatened by dwindling open marshes.
Project Title: Jamaica Bay Restoration Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $400,000 Project Description: The funding would be used to complete peer review and finalize feasibility report and Environmental Impact Statement for regional ecosystem projects in Jamaica Bay, Marine Park and Plum Beach, New York. Value to Taxpayer: This project would have a positive environmental impact in the Jamaica Bay.
Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $300,000 Project Description The funding would be used for a feasibility study to evaluate federal interest in performing environmental dredging in Bergen and Thurston Basins Value to Taxpayer: This project would provide the taxpayers with information regarding federal interest in environmental dredging in Bergen and Thurston Basins.
Project Title: Lincoln Park Environmental Restoration Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $640,000 Project Description: The funding would be used for ecosystem restoration in Lincoln Park in Jersey City, New Jersey. Value to Taxpayer: This project would help to restore the delicate ecosystem in Lincoln Park. This restoration would help return this area, adversely affected by intense development, to its previous, natural state.
Project Title: Lower Passaic River Feasibility Study Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $800,000 Project Description The funding would be used to continue a feasibility study of improvements to remediate and restore the Passaic River. Value to Taxpayer: Communities throughout the surrounding areas have requested improvements to restore the Passaic River. This project would continue a feasibility study to respond to these requests.
Project Title: New York and New Jersey Harbor Deepening Project Recipient Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $105,000,000 Project Description: The funding would be used for channel deepening projects of Kill Van Kull and Newark Bay, New York Harbor and Port Jersey, Arthur Kill and Howland Hook Marine Terminal, New York and New Jersey Harbor, and restoration of Liberty State Park Value to Taxpayer: Deeper channels are necessary for the port to receive the deeper draft container vessels that would come with the widening of the Panama Canal. By deepening the harbor, the port can reach its full economic potential. The New York and New Jersey Harbor Deepening project would improve transportation efficiency and benefit markets served by this National Priority port, as well as the nation's defense capability at the Port of New York and New Jersey.
Project Title: Operations and Maintenance Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $42,990,000 Project Description: The funding would be used for operations and maintenance necessary to ensure that the benefits of deepening projects and infrastructure improvements at the port are not lost due to lack of proper upkeep Value to Taxpayer: Maintenance projects are critical to the commerce, navigation and security of this port system, its channels, and the nation. Billions of public dollars are helping to deepen the port's channels and improve land-side infrastructure. Until such time that channel deepening is fully completed, the considerable investment of deepening the network of channels to date would be lost if the channel systems are not adequately maintained.

Value to Taxpayer: This project would help to restore the delicate ecosystem in Soundview Park. This restoration would help return this area, adversely affected by intense development, to its previous, natural state.
Project Title: Spring Creek Environmental Restoration Recipient: Port Authority of New York and New Jersey Address: 225 Park Avenue South, 18th Floor, New York, NY, 10003 Amount Requested: $1,035,450 Project Description: The funding would be used for ecosystem restoration in Spring Creek in New York. Value to Taxpayer: This project would help to restore the delicate ecosystem in Spring Creek. This restoration would help return this area, adversely affected by intense development, to its previous, natural state.
Project Title: Enhancing Human Factors Applications to Education and Research at Saint Peter's College, New Jersey Recipient Saint Peter's College, Jersey City, New Jersey Address: 2641 Kennedy Boulevard, Jersey City, NJ, 07306 Amount Requested: $1,500,000 Project Description: The funding would be used to purchase simulation and virtual reality, robotics and automated laboratory equipment, as well as computer accessories for the equipment. Funding would also be used to create and support an interdisciplinary graduate degree program in psychology that contains a strong human factors research component. The request includes funds for space renovation and operating costs. Value to Taxpayer: This project would provide a better understanding of human/sensory/perceptual processes, learning, memory, problem solving, and social interactions. Effective mental strategies could be used as a template for programming in what may prove to be truly intelligent machines, which could broadly benefit the nation. Ultimately, this integrated approach would benefit every St. Peter's College student and the public they will serve upon graduation. |
