Project Title:  Jubilee Center Children's Program

Recipient: All Saints Community Service and Development Corporation

Amount Requested: $250,000

Project Description:  The funding would be used for a year round afterschool and summer academic support and enrichment program for at-risk, low-income children living in public housing in Hoboken, NJ.

Value to Taxpayer:  This project would provide children living in public housing with academic tutoring, computer training and access, arts and cultural activist, healthy meals and physical education, so they can succeed in school and overcome the barriers they face in growing into a self-sufficient and productive citizen.  It would also provide a safe environment for children, while allowing their parents or guardians to be gainfully employed.

 

 

Project Title:  Jubilee Center Renovation and Computer Lab

Recipient: All Saints Community Service and Development Corporation

Amount Requested: $245,000

Project Description:  The funding would be used for renovation of the Jubilee Center, a community center serving working families with children living in public housing in Hoboken, NJ, that would include an onsite 20 station computer lab, needed building improvements, and the launching of new computer training for adults and teens. 

Value to Taxpayer:  This project would provide children, teens, and adults from low income families with access to computers, software and the Internet - tools essential to academic success and employment in the 21st century.  A computer lab would help children excel in school and provide training to prepare for higher education or employment.  The lab would be open to teens and adults, thus improving their job skills and addressing the multi-generational factors that sustain poverty. 

 

Project Title:  Bayonne Law Enforcement Technology

Recipient:  City of Bayonne, NJ

Address: City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002

Amount Requested: $300,000

Project Description:  The funding would be used to purchase a digital video surveillance network to be deployed throughout remote and strategic areas of the city to provide law enforcement with real-time video monitoring capability for live viewing of terrorist, suspicious or criminal activity.

Value to Taxpayer:  This project would benefit the citizens of Bayonne and the surrounding areas by providing a digital video surveillance network in remote and strategic areas of the city such as the Bayonne Military Ocean Terminal, cruise ship embarkation, industrial areas, waterfront areas, the Bayonne Bridge, the Hudson River and Kill Van Kull, as well as the entrance to the New Jersey Turnpike and light rail stations.  All of these locations are considered to be high risks for terrorist attacks. This real-time video monitoring would serve as a deterrent, an investigative tool, and help to reduce police response time. 

 

 

Project Title:  New Jersey Mentoring Initiative throughout the State of New Jersey Recipient:  Big Brothers Big Sisters Foundation of New Jersey.

Address: 1259 Route 46 East, Building 3, Parsippany, NJ 07054.

Amount Requested: $895,000

Project Description:  The funding would be used to expand and strengthen Big Brother Big Sisters mentoring programs for at risk youth in every county in New Jersey.  The project would also recruit volunteers statewide and provide best practices for other mentoring programs

Value to Taxpayer:  This project would provide direct funding for ten agencies in New Jersey that serve 19 counties, allow for services to expand into two un-served counties - Middlesex and Sussex- and would collectively serve over 800 more youth, while supporting efforts of other mentoring programs with best practices and training.  By investing in mentoring and prevention programs today, tax dollars would be saved down the road by preventing drop outs and incarcerations. 

 

Project Title: Carteret Police and Fire Station Enhancements

Recipient: Borough of Carteret

Address: 61 Cooke Avenue, Carteret NJ 07008

Amount Requested: $1,500,000

Project Description: The funding would be used to expand and connect its police station and firehouse to better accommodate the consolidation of these services, a growing staff, and new communication equipment and procedures. Construction would focus on a second story connection of the currently separated buildings.

Value to Taxpayer: Since 9/11 Carteret has been designated an "ideal target zone" for large scale emergencies, and has since consolidated its Police, Fire, and EMS departments. As these services have grown there has become a clear need to expand resources, particularly regarding the facilities that house them.

 

Project Title:  Adult Volunteer Latina/Hispanic Outreach Program

Recipient: Girl Scouts of the USA

Address: 420 Fifth Avenue, New York, New York 10018

Amount Requested: $600,000

Project Description:  The funding would be used to engage more Latina/Hispanic girls and their families by creating VIVA, a comprehensive adult volunteer Latina/Hispanic outreach training program and model.

Value to Taxpayer:  Girl Scouting can help Latina youth combat their specific challenges by engaging more Latina/Hispanic girls and their families through VIVA, a program designed to build a strong volunteer base of adults who understand the issues that Latina/Hispanic girls face.  These funds would help recruit and train highly-skilled, bilingual Girl Scout volunteers that would build partnerships with Latino/Hispanic community leaders and organizations and recruit and train additional volunteers to lead Girl Scout troops.  These volunteers' skills would also be transferable to a workplace setting.

 

 

Project Title: New North District Police Precinct

Recipient: City of Jersey City

Address: 280 Grove Street, Jersey City, NJ 07302

Amount Requested: $1,000,000

Project Description: The funding would be used to continue the modernization of facilities for the Jersey City Police Department, providing greater efficiency, improved safety, better community relations, and a professional working environment.  

Value to Taxpayer: The project benefits all communities in Jersey City, but especially benefits the citizens of the North District.  As one of the fastest growing cities in the Northeast, providing modern facilities allows the Police Department to perform duties efficiently and thoroughly.  The Department can also utilize modern technology to interact not only with the public, but with other city, county, state, & fderal agencies to provide a coordinated response in the event of an emergency.

 

 

Project Title:  Mental Health Association of Essex County: Model jail diversion and reentry education program

Recipient:  Mental Health Association of Essex County, Inc.

Amount Requested: $750,000

Project Description:  The funding would be used to produce an educational outreach program to showcase New Jersey's new and innovative jail diversion and reentry programs designed to treat the mentally ill humanely.  

Value to Taxpayer:  Individuals with mental illness are among the nation's most vulnerable citizens.  Raising awareness concerning the plight of incarcerated mentally ill individuals and how to best treat them would benefit society as a whole.  Also, research shows that it is less expensive to provide appropriate services in the community for mentally ill individuals, rather than incarcerate those with mental illness who commit a non-violent crime.

 

 

Project Title:  Newark Returning Offender Initiative

Recipient: City of Newark

Address: 920 Broad Street, Newark, NJ 07102

Amount Requested: $500,000

Project Description:  The funding would be used to help individuals with criminal records address civil legal matters that are barriers to successful community reintegration by matching ex-offenders with volunteer attorneys to handle issues most commonly encountered by recently incarcerated individuals but not handled by existing legal services programs. 

Value to Taxpayer:  This program would help the ex-offender reintegrate into society.  This program would benefit the taxpayer by reducing recidivism and increasing the productivity of ex-offenders in society.

 

 

Project Title:  Physical Oceanographic Real-Time System (PORTS)

Recipient: Port Authority of New York & New Jersey

Address: 225 Park Ave. South, New York, NY 10003

Amount Requested: $4,000,000

Project Description:  The funding would be used to provide all navigation access to accurate real-time and forecasted water level data allowing shippers and ports to make decisions regarding vessel safety. 

Value to Taxpayer:  This project would provide accurate, reliable, and timely water level information.  This data is critical to ensure that marine transportation at U.S. ports is safe and efficient, thus enhancing commerce and economic growth, and protecting the environment from marine accidents that can spill hazardous materials and cause other damage. 

 

 

Project Title: Campus Security Enhancements,

Recipient:  St. Peter's College, NJ

Address:  2641 Kennedy Boulevard, Jersey City, New Jersey 07306

Amount Requested: $500,000

Project Description: This funding would be used to assist St. Peter's College in finishing a project that began with funding in FY 2005 to improve security for St. Peter's College campus and the surrounding neighborhood.  The project would entail high-technology key card entry systems, electronic information boards, emergency call stations, and upgraded surveillance equipment.

Value to Taxpayer:  Improving campus security would not only protect students on campus, but the surrounding community who utilize campus space.  In addition, increased surveillance, a key part of this project, would reduce crime in areas surrounding the campus.

 

Project Title:  Union City Law Enforcement Technology

Recipient:  City of Union City, NJ

Address: City of Union City, 3715 Palisade Avenue, Union City, NJ 07087

Amount Requested: $500,000

Project Description:  The funding would be used to purchase and install fifty video surveillance cameras along Bergenline and Summit Avenues to combat a concentration and increase in homicides, armed robberies, assaults and other crimes. 

Value to Taxpayer:  This project would benefit the citizens of Union City and the surrounding communities by providing constant security monitoring of the public areas, streets, side streets, storefronts and building entrances in order to address the recent escalation in violent and nonviolent crime along Bergenline and Summit Avenues in Union City.

 

Project Title:  Linden Family Success Center

Recipient: United Way of Greater Union County

Address: 33 West Grand Street, Elizabeth, NJ 07202

Amount Requested: $150,000

Project Description:  The funding would be used to enhance the lives of children and families who are economically disadvantaged by establishing a fully operational center that would provide easy access to services to improve their quality of life. 

Value to Taxpayer:  Linden had the third highest number of child abuse/neglect referrals and in recent years, the residents of Linden faced significant job losses.  By expanding the Linden Family Success Center, families in the community would benefit from easy access to programs that assist families such as health, employment, housing, parenting, and nutrition services.  Centers like these provide a warm and welcoming environment where those in need can visit to be linked with programs and services that promote the safety, permanency, well-being, and self sufficiency of children and families.

 

 

Project Title:  United Way of Hudson County New Jersey After Three Program

Recipient: United Way of Hudson County

Address: 857 Bergen Avenue, Jersey City, NJ 07306

Amount Requested: $450,000

Project Description:  The funding would be used to launch a "NJ After Three" program, an afterschool program in Bayonne to serve the young with working parents by keeping children safe, improving academic achievement, promoting positive development and supporting working families. 

Value to Taxpayer:  This project would benefit all of the children and working families of Bayonne by providing expanded access to afterschool programs and improving the quality of available afterschool programs.  The four main goals of "NJ After Three" are to keep kids safe, enhance student learning, promote positive youth development and support working families.  The funds would provide a safe place for 400 children to go in the afternoon.  Outreach and support would be provided to the families of participating youth. 

 

 

Project Title:  New Jersey Make a Splash Program

Recipient:  USA Swimming Foundation

Address: 1 Olympic Plaza, Colorado Springs, CO 90909

Amount Requested: $456,000

Project Description:  The funding would be used to provide after-school recreational programming for inner city, lower income youth in New Jersey.  The USA Swimming Foundation would develop and implement a quality, multi-level learn-to-swim Make a Splash program in Ashbury Park, Bayonne, Jersey City, Newark and Plainfield, New Jersey.

Value to Taxpayer:  This youth recreational program would involve children in a positive activity and teach them to lead healthy lives. Children involved in afterschool sports programs learn how to set and achieve goals, and are more likely to graduate from high school.  The Make a Splash Program also works to reduce the high drowning rates among African-American and Hispanic youth.  This program would provide free or low-cost swimming lessons to 4,500 inner-city minority children.

 

 

Project Title:  Woodbridge, New Jersey Interoperable Law Enforcement Trunked Digital Radio System

Recipient: Township of Woodbridge

Address: One Main Street, Woodbridge, NJ 07095

Amount Requested: $3,500,000

Project Description:  The funding would be used to replace forty year old radio systems with a Trunked Digital Radio Communications System to allow interoperable communications by Woodbridge police, firefights, and first responders and add emergency response capabilities at twenty-four public school facilities.

Value to Taxpayer:  This project would benefit the residents of Woodbridge as well as the surrounding areas by overhauling its communications systems to allow for interoperable communications, improving its response to local and regional emergencies in the area that is considered by experts to be "the most dangerous two miles in America".
