AMENDMENT PURPOSE:
To direct the President, pursuant to the United States Constitution and the War Powers Resolution, to seek approval from Congress prior to the introduction of ground troops from the United States Armed Forces in connection with present operations against the Federal Republic of Yugoslavia or funding for that operations will not be authorized.
