AMENDMENT PURPOSE:
To fully fund the Class Size Initiative and the Individuals with Disabilities Act with mandatory funds, the amendment reduces the resolution's tax cut by one fifth, frees up $43 billion in discretionary spending within Function 500 (in 2001-2009) for other important education programs, and leaves adequate room in the revenue reconciliation instructions for targeted tax cuts that help those in need and tax breaks for communities to modernize and rebuild crumbling schools.
