Rep. Engel, a member of the Congressional Animal Protection Caucus, was recognized by the Humane Society of the United States as supporting every major piece of pro-animal legislation in the 110th Congress, and is well on his way to a similar distinction for the 111th Congress.

Rep. Engel is a co-sponsor of H.R. 503, the Prevention of Equine Cruelty Act, to prohibit the knowing and intentional transport of horses for slaughter for human consumption. It also increases the penalties for those who seek profit from selling horses, many of whom could have been adopted by loving owners.

He has also been a repeated co-signer of a letter to federal appropriators urging full funding for enforcement of the Humane Methods of Slaughter Act, the Animal Welfare Act and federal laws designed to stop animal fighting. He has also supported programs to address the needs of animals living through disasters, both natural and manmade.
