Release: Connolly and Kaine Announce $9.5 Million in School Bonds for Prince William

Congressman Gerry Connolly joined with Virginia Governor Tim Kaine in announcing that 50 Prince William County schools are eligible to receive $9.5 million in funding for energy efficiency and renewable energy improvements and renovations through Qualified School Construction Bonds (QSCB) issued by the Virginia Public School Authority.

Connolly said the QSCBs were authorized under the American Recovery and Reinvestment Act passed by Congress early last year.  He said Prince William County and its taxpayers could save hundreds of thousands of dollars over the terms of the bonds because the Recovery Act effectively classifies the QSCBs as no-interest bonds.

The Prince William Congressman said the bonds are an attractive financing mechanism for school improvements in Prince William County because investors receive a tax credit in lieu of interest payments.

Noting that Prince William County schools have already received $64 million in federal Recovery Act education funds to preserve teachers’ jobs and maintain appropriate class sizes, Connolly said, “I applaud Governor Kaine for recognizing the importance of using interest-free bonds authorized by the Recovery Act to improve the learning environment for our children in Prince William County and creating jobs at the same time.” 

Overall, $92.1 million in Qualified School Construction Bonds were approved for 133 projects in 23 localities across Virginia.  The no-interest bonds, established by the American Recovery and Reinvestment Act, are available to localities for K-12 school energy, renovation, and construction projects.

Connolly said the Commonwealth of Virginia approved QSCBs under the federal Stimulus Act for 9 Prince William County high schools, 9 middle schools, and 32 elementary schools.
