HOUSE PANEL APPROVES NEW NAVY PROJECTS IN KITSAP

WASHINGTON, D.C. – A House of Representatives subcommittee today added funds for two additional Navy projects in Kitsap County, bringing to more than $70 million the total military construction work in Bremerton next year, U.S. Rep. Norm Dicks said Tuesday.

    Rep. Dicks, who serves on the House Military Construction Appropriations Subcommittee, said the panel agreed to fund a $10 million Industrial Skills Center at Puget Sound Naval Shipyard (PSNS). The facility is intended to consolidate various training functions around the shipyard into one building, the congressman said.

    The panel also agreed to the addition of $1.93 for a pierside laundry facility at Naval Station Bremerton, needed to accommodate the large number of ships now homeported there, Dicks added.

    These items were added to the list of military construction projects requested in the Clinton Administration’s Fiscal Year 2001 budget request, which includes a major increment – $38 million – for replacement of the carrier pier at PSNS. The budget request, released in February, included ten military construction projects in Washington state totaling $105 million in the next fiscal year, he said. On that list was the proposed expenditure of $2.6 million for an Army National Guard Readiness Center/ Armory in Bremerton. The Subcommittee increased that amount to $4.3 million in preparing the FY 2001 appropriations bill to reflect a revised cost estimate, the congressman said.

    The panel also added funds today for two projects at Fairchild Air Force Base in Spokane: $5.88 million for a Joint Personnel Recovery Training Facility and $2.05 million for runway centerline lighting at the base.

    These provisions were all part of the Military Construction Appropriations bill for the next fiscal year, which begins Oct. 1, 2000. The bill provides $8.6 billion in federal funds for family housing, barracks, medical facilities, child development centers and other quality of life issues for U.S. troops.
