Congress divides its major legislative work into committees where bills usually originate. Committees are specialized by subject and hold hearings, prepare bills for the consideration of the entire House, and regulate House procedure.

Jim's recognition as a leader on complex policy issues prompted Democratic leadership to assign him to two of the most significant committees in the House today. Click the links below for more information.

Committee on Armed Services - The primary responsibility of the House Armed Services Committee is to ensure that our men and women in the military have the resources they need to defend our freedom.  The Committee oversees a $663.8 billion military budget.  

Jim serves as the Ranking Member on the House Armed Services Oversight and Investigations Subcommittee. The O&I Subcommittee conducts studies and investigations across the jurisdiction of the House Armed Services Committee, including inquiries into allegations of waste, fraud, abuse, and wrongdoing and inefficiencies within the Department of Defense. The Committee conducts comprehensive oversight studies of major programs and issues and provides recommendations and improvements for the DOD.  He is also on the Tactical Air and Land Forces Subcommittee.

He was Chairman of 2008 Roles and Missions panel, and he is the only Tennessee Representative on the Committee. 

Committee on Oversight and Government Reform - The Committee on Oversight and Government Reform is the main investigative committee in the U.S. House of Representatives. It has jurisdiction to investigate any federal program and any matter with federal policy implications.

Jim serves on three OGR subcomittees including:
Subcommittee on Government Organization, Efficiency and Financial Management
Subcommittee on Regulatory Affairs, Stimulus Oversight and Government Spending
Subcommittee on TARP, Financial Services and Bailouts of Public and Private Programs
