Joe's Committees

Agriculture Committee
The Committee establishes farm policy and has jurisdiction over agriculture and related issues including renewable energy, rural development, disaster assistance, nutrition, crop insurance, conservation, international trade, futures market regulation, animal and plant health, agricultural research and development, bioterrorism, forestry and many others.

Congressman Baca serves as Ranking Democratic Member on the Subcommittee on Nutrition and Horticulture. He is also a member of the Subcommittee on Livestock, Dairy and Poultry.

Financial Services Committee
The Committee oversees all components of the nation's housing and financial services sectors including banking, insurance, real estate, public and assisted housing, and securities.

Congressman Baca serves on the Subcommittee on Financial Institutions and Consumer Credit and the Subcommittee on Oversight and Investigations. The Oversight and Investigations Subcommittee has jurisdiction on the oversight of mortgage modification efforts and the newly established Consumer Financial Protection Bureau.

Congressman Baca’s key issues on the committee include ending the foreclosure crisis, expanding access to financial institutions, addressing issues relating to predatory lending, federal deposit insurance reform, financial privacy and regulatory relief. He believes that Congress should do what it can to ensure that working families have increased access to affordable credit and to improve financial literacy so that they do not fall victim to the deceptive and sometimes fraudulent practices used by those looking to make a fast buck.

Congressional Hispanic Caucus
Congressman Baca has served as a Member of the CHC, an organization which includes all Democrats in Congress of Hispanic descent, since first coming to Congress in 1999. The CHC was established in 1976 to address the needs of the Hispanic community in all areas of American life.

Congressman Baca currently serves as Chair of the CHC’s Corporate America Taskforce, and Co-Chair of the Taskforce on Communications, Technology, and the Arts.

Blue Dog Coalition
An organization of Congressional Democrats committed to centrist values and fiscal discipline.

California Delegation
A bipartisan organization of California Members of Congress dedicated to the promotion of California's interests in Congress.

Cancer Caucus
A bipartisan organization dedicated to increasing federal resources to combat cancer and to research a cure.

Diabetes Caucus
A bipartisan organization that brings awareness to issues related to diabetes, funding for research, and related medical conditions.

Nursing Caucus
A bipartisan organization that monitors and advises on issues related to the field of nursing, particularly the national nursing shortage.

Congressional Caucus to Fight and Control Methamphetamine (Meth Caucus)
A bipartisan organization dedicated to raising awareness of the national meth epidemic and stopping meth use and production.

Army Caucus
A bipartisan organization that monitors and advises on issues related to the Unites States Army.

Military Veterans
Caucus A bipartisan organization that monitors and advises on issues of interests to Veterans like pension, G.I. Bill, and medical care issues.

Native American
Caucus A bipartisan organization that monitors and advises on issues of interest to Native Americans like trust, sovereignty and gaming issues.

Armenian Caucus
A bipartisan organization that monitors and advises on issues related to Armenian foreign relations, Nogorno-Karabh, Caspian oil, and other issues.

US-Mexico Congressional Caucus
A bipartisan organization dedicated to fostering better relations between the United States and Mexico and to resolving differences.

Goods Movement Caucus
A bipartisan organization dedicated to studying and advising on issues related to goods movement by air, rail and road.

Out of Poverty Caucus
An organization dedicated to raising awareness about the millions of Americans who live without adequate food, shelter, clothing and health care and to providing the means to help lift individuals and families out of poverty. Congressman Baca serves as a co-chair.

Democratic Caucus Task Force on Homeland Security
A task force that monitors and advises the Democratic Caucus on issues related to homeland defense, port safety, bio-terrorism, and other such issues.

Democratic Caucus Task Force on Immigration
A task force that monitors and advises the Democratic Caucus on issues related to border enforcement, immigration policy, vigilantes, backlogs, "notarios" and other related issues.

Democratic Israel Working Group
An organization that promotes a strong relationship between the U.S. and Israel and engages in outreach to the American Jewish community.
