Small Business

At a time when the U.S. economy is struggling, it is more important than ever for small businesses to have the support they need. I was a small businessman in Lubbock for many years before coming to Congress, so I understand the needs and concerns of the small business community. Since the 1970s, small businesses have created two out of every three new jobs. Additionally, there are about 25.4 million non-farm small businesses in the U.S.

The current Administration and Democratic leadership have shown great interest in exponentially increasing the regulatory burdens on small business owners in this country. Additionally, the Democrats’ health care legislation imposes taxes and penalties on small businesses that will further stifle growth. I believe small businesses, if allowed, will lead the economic recovery in this country through job creation. The role of the government should be to cultivate an environment for small business where innovation and creativity is their top concern.  Mandating they spend their limited resources complying with onerous regulations only limits their function in the economy.

I will continue to co-sponsor legislation and advocate for small businesses to join together to offer health insurance to their employees through Association Health Plans (AHPs).  President Obama and Democratic leadership did not include that common sense policy in their health care reform legislation.  Instead, Congressional Democrats opted for layers of bureaucracy and mandates that even the Obama Administration’s Actuary has estimated will increase the cost of health insurance.  Many employers want to offer health benefits to their employees, and AHPs would allow them to do so in a cost effective manner.

I was an original cosponsor of H.R. 4, which was signed into law on April 14, 2011.  This bill repealed a harmful and onerous regulation in ObamaCare that would have required small businesses to file excessive amounts of paperwork for any payment over $600.  While this victory will help prevent government overreach on small businesses, this is only one of the countless burdensome regulations in ObamaCare that must be repealed.

I will continue to work to find ways to support and strengthen the small business sector where much of the innovation for this country comes from and I look forward to working with and hearing from small businesses in the 19th District.
