Benefit Programs

Veterans Service Center (VSC)
The Veterans Service Center administers the Compensation Program for Veterans and their dependents in the State of Minnesota. In addition, the division is responsible for determining eligibility for certain benefits and services provided by Vocational Rehabilitation, Loan Guaranty, the Veterans Health Administration, and the National Cemetery Administration.


Pension Management Center (PMC)
St. Paul is one of three Pension Management Centers in the Department of Veterans Affairs. PMCs process annual Eligibility Verification Reports and most other adjustments of benefits for individuals in receipt of non-service connected Disability Pension, Death Pension and Parents Dependency and Indemnity Compensation (DIC).



Regional Loan Center (RLC)
St. Paul is one of eight RLCs throughout the U.S., providing benefits and oversight for the VA Home Loan Program. St Paul's jurisdiction extends to nine states, including Minnesota, North Dakota, South Dakota, Iowa, Illinois, Nebraska, Missouri, Kansas and Wisconsin. Working with industry partners, we are committed to assisting Veterans in realizing the dream of home ownership and ensuring that all Veterans receive every possible opportunity to remain in their homes during periods of financial difficulties.
V ocational Rehabilitaion and Employment (VR&E;)
VR&E;'s main task is to provide vocational counseling and employment assistance to eligible, service-connected disabled veterans. The goal of the program is to assist disabled veterans in obtaining and maintaining suitable employment. Additionally, VR&E; assists more severely disabled veterans, who are deemed unable to work, with services to achieve greater independence in daily living.
