Today, the House passed another Republican bill (H.R. 1633, the so-called 'Farm Dust Regulation Prevention Act') attacking the Clean Air Act. The bill creates a new broadly-defined category of particle pollution - naming it 'nuisance dust' - and exempts it from the entire Clean Air Act.

On December 7th, the House passed H.R. 10, the 'Regulations From the Executive in Need of Scrutiny' Act (REINS Act) of 2011 by a vote of 241-184. This bill would substantially delay and potentially prevent agency rulemaking, at great risk to public health and safety, by requiring that any major new rule be affirmatively approved by Congress and the President.

Instead of bringing up bills to create jobs, the GOP is bringing up yet another assault on the Clean Air Act - blocking two of the most important, life-saving Clean Air rules in decades: the mercury and air toxics rule and the cross-state air pollution rule. The mercury and air toxics rule will prevent 17,000 premature deaths per year and the cross-state air pollution rule will prevent 34,000 premature deaths per year. This week, the House is considering H.R. 2401, the so-called TRAIN (Transparency in Regulatory Analysis of Impacts on the Nation Act) Act.

In an address to a joint session of Congress on September 8th, President Obama presented a clear plan to create jobs now and grow our economy. On Monday, September 12th, President Obama sent Congress the American Jobs Act. The President's legislation offers a clear path forward to help small businesses succeed and hire, provide tax relief for our workers, rebuild America, provide aid to those who lost their jobs through no fault of their own, and put our police officers, firefighters, teachers and veterans to work.

It's been more than 250 days since the GOP took control of the House, and Americans are still asking: Where are the jobs, House Republicans? The middle class is hurting, and the Republicans' only answer is a plan to end Medicare and give tax breaks to Big Oil and companies that ship jobs overseas.

Today, the House is scheduled to consider House amendment to S. 627, the Republican Default Act, as revised late on 7/27. The revised bill is essentially the same as the original bill. Like the original bill, it pushes the country even closer to default by providing only an unacceptable short-term approach that ensures another debt ceiling standoff in a few months and requiring adoption of the GOP ideological agenda as a condition of a second debt ceiling increase in early 2012. The revised bill includes a technical change, which resulted in CBO increasing the estimate of its outlay savings from $851 billion to $917 billion.
