H.R. 6156 – Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012 (Rep. Camp – Ways and Means/Foreign Affairs) (90 minutes of Debate) H.R. 6156 provides normal trade relations status to Russia and Moldova, ends Jackson-Vanik restrictions on both economies, and establishes new human rights-related sanctions on Russia.

The bill authorizes the president to determine that Title IV of the Trade Act of 1974 (Jackson-Vanik) should no longer apply to Russia and Moldova and to proclaim the extension of normal trade relations treatment to the products of both countries. 

The measure also imposes visa bans and asset freezes on Russians involved in gross human rights violations, including those responsible for the abuse and murder of Sergei Magnitsky – the Russian lawyer who died in police custody in November 2009.  The bill further requires the Administration to submit the names of sanctioned Russians to the Congress.

The Rule for H.R. 6156 was adopted yesterday. The Rules Committee recommended a closed Rule that provides for 60 minutes of general debate equally divided between the Chair and Ranking Member of the Committee on Ways and Means and 30 minutes of general debate equally divided between the Chair and Ranking Member of the Committee on Foreign Affairs.
