Appropriations Requests
In previous Congresses, Members had the opportunity to request Federal funding, or so-called earmarks, for community projects, such as repairing a road or a bridge or a local economic development initiative. In many cases, Federal earmarks were matched with funds raised at the state and local level and enabled Members to ensure that the needs of their constituency were not neglected by the Washington bureaucracy. That practice ended at the beginning of the 112th Congress, a move I opposed because it shifts the responsibility for budgetary decisions to the Executive Branch and limits the ability of Members to intercede in budgetary matters in behalf of their constituents.
