FY 2010 Water Resources Development Requests

On behalf of Missouri’s 1st Congressional District, Congressman Lacy Clay made the following requests for consideration in the reauthorization of the Water Resources Development Act.  Project requests are listed in alphabetical order.

Project: Combined Sewer Overflow Reduction
Non-federal sponsor: Metropolitan St. Louis Sewer District
Purpose: An estimated 226 million gallons of untreated sewage from combined sewer overflows are being discharged into receiving waters on annual basis in the Metropolitan St. Louis region.  This project works to construct projects that will reduce or control combined sewer overflows in the Metropolitan St. Louis region.

Project: Elimination of flood risk within River Des Peres watershed.
Non-federal sponsor: Metropolitan St. Louis Sewer District and University City, MO
Purpose: This project would amend authorizing language to include a re-evaluation of the 1989 project design and implementation outlined in the Chief of Engineers Report.  There are 550 homes and businesses within these severe flood prone areas. The new flood risk management focus now includes, but is not limited to, non-structural methods, such as buyouts within the 5- and 10- year flood plain. 


Project: Middle Mississippi River Pilot Program
Non-federal sponsor: None, this is an amendment to an existing provision.
Purpose: The intent of this project is to initiate a pilot program to restore and protect fish and wildlife habitat in the Middle Mississippi River as an integral part of the navigation project.  Activities will include but are not limited to modification of navigation training structure; modification and creation of side channels; modification and creation of islands; studies and analysis necessary to apply adaptive management principles in design of future work; and acquisition from willing sellers for any land associated with a riparian corridor needed to carry out the goals of the pilot program.  Enclosed is suggested draft language.


Project: St. Louis Floodwall Pump Station Reconstruction
Non-federal sponsor: Metropolitan St. Sewer District
Purpose: This project involves the reconstruction of components of the St. Louis floodwall pump station to ensure adequate ongoing flood protection to the Metropolitan St. Louis region.  This project is critical due to long term degradation of system components resulting from the age of the pump stations
