  • The 13th Congressional District & Map

Ohio's 13th Congressional District truly is a great place to live, raise a family and do business. Congresswoman Sutton has lived most of her life in and around the communities that make up much of the district, and she is proud to represent the people and places she knows and loves so much.

Originally nicknamed the “Turnpike District”, the 13th Congressional District’s unique shape traces across the shoreline of Lake Erie in Lorain County, captures the “Emerald Necklace” of the Cleveland MetroParks and the Cuyahoga Valley National Park, and extends south to include the Portage Lakes State Park in Summit County. The 13th Congressional District is also home to institutions of higher learning such as Lorain County Community College and The University of Akron.

The 13th Congressional District stretches across four of Northeast Ohio’s most populous counties, Lorain, Cuyahoga, Medina, and Summit, and it includes all or some of over thirty communities.

Ethics

On her first day in office representing the people of Ohio’s 13th Congressional district, Congresswoman Sutton stood on the floor of the U.S. House of Representatives in support of the new ethics rules package. This rules package put an end to the K Street Project, ended gifts and perks, and made a historic move toward cleansing the inner workings of government.  The package was extraordinary in its scope and breadth, but it was only the beginning of an ever evolving battle.  Since that time, Congresswoman Sutton has continued to be a leader in the effort to end the culture of corruption in Washington.

Congresswoman Sutton knows that for too long, policies have been unduly influenced by corporate lobbyists and special interests. Since that first day in Congress she has worked to bring our policies back in line with the needs of the American people. She led the fight to pass legislation to end the K Street Project, a pay-to-play culture promoted by the Bush Administration and the Republican Congress. It also banned gifts and trips paid for by lobbyists.

Members of Congress have a responsibility to the American people, and they must be held accountable when they violate ethics rules. That is why Congresswoman Sutton led her fellow Freshman Members in calling for a nonpartisan and independent ethics body that would initiate and examine ethics investigations. Congresswoman Sutton was also proud to co-sponsor H.R. 476, which strips pensions and other retirement benefits from Members of Congress convicted of certain felonies.

Taxpayers have a right to expect that federal agencies are using their money in a responsible and efficient manner. That is why Congresswoman Sutton introduced H.R. 2198, the Contractor Accountability Act, which would require an annual report on contract oversight by Federal departments and agencies. The report would be required to contain a certification that the agency has overseen each contract or order to ensure that each contractor is fulfilling their commitments and also a list of the contractors found to not be satisfying their obligations. The reports would be publicly available on agencies’ websites.

Safeguarding the trust of the American people is not a part-time job. Congresswoman Sutton will continue to fight against the culture and abuses that have hurt the American people, until corruption is eradicated from Congress and the public trust is restored.
