Senator Dick Lugar, the Ranking Republican on the Senate Foreign Relations Committee, has sent a letter to Secretary of State Hillary Clinton urging her approval of the construction of the Keystone oil pipeline across the Canadian border to refineries in the United States. The Indiana State Senate passed a resolution supporting the pipeline, and Lugar transmitted it to Clinton.
