State of New York Federal Disaster Declaration Fact Sheet

On October 30, 2012, President Obama issued a major disaster declaration for the State of New York triggering the release of Federal funds to help individuals and communities recover from Hurricane Sandy that began October 27, 2012, and continuing. This disaster declaration has been amended as indicated below in bold. Details of the disaster declaration and assistance programs are as follows:

Individual Assistance (IA):                (Assistance to individuals and households):

IA - Designated Counties:                  Bronx, Kings, Nassau, New York, Orange, Putnam, Richmond, Rockland, Suffolk, Sullivan, Queens, Ulster, and Westchester.

Public Assistance (PA):                     (Assistance for emergency work the repair or replacement of disaster-damaged facilities):

PA – Designated Counties:               Bronx, Kings, Nassau, New York, Queens, Orange,  Putnam, Richmond, Rockland, Suffolk, Sullivan, Ulster  and Westchester Counties for Public Assistance [Categories A-G] including direct federal assistance.

The President authorized a continuation until 11:59 p.m. on Wednesday, November 14, 2012, of the 100% Federal cost share for emergency power restoration assistance and emergency public transportation assistance (including emergency protective measures to secure public transportation infrastructure), including direct Federal assistance, for those areas within counties designated for Public Assistance.

One hundred percent (100%) Federal cost share is authorized for ten days for emergency power restoration assistance and emergency public transportation assistance, including direct Federal assistance, for those areas within counties designated for Public Assistance.  This cost share adjustment is authorized beginning October 30, 2012 through November 9, 2012.   

This adjustment to State and local cost sharing applies only to Public Assistance costs for emergency power restoration assistance and emergency public transportation assistance, including direct Federal assistance. All other Public Assistance costs will continue to be reimbursed at 75 percent of total eligible costs. The law specifically prohibits a similar adjustment for funds provided to States for Other Needs Assistance (Section 408) and the Hazard Mitigation Grant Program (Section 404).  These funds will continue to be reimbursed at 75 percent of total eligible costs.

Hazard Mitigation (HM):                    (Assistance for actions taken to prevent or reduce long term risk to life and property from natural hazards):

HM - Designated Counties:                All counties in the State of New York are eligible to apply for assistance under the Hazard Mitigation Grant Program. 

OTHER:                                              Additional designations may be made at a later date if requested by the State and warranted by the results of further damage assessments.
