Congresswoman Lucille Roybal-Allard (CA-34) thanked Dr. Themistocles Sparangis, the Los Angeles Unified School District's Chief Technology Director, for accepting her invitation to testify before the Appropriations Education Subcommittee, on which the congresswoman sits.  Dr. Sparangis, an advocate for education technology, urged lawmakers to support funding for the Enhancing Education Through Technology program under the No Child Left Behind Act.  During his testimony, Dr. Sparangis said the federal funding is necessary to purchase computers, technology tools, and to provide teachers with professional development to bolster student achievement.  Dr. Sparangis told the congressional panel that at one middle school in Los Angeles, where federal funds were used to purchase additional laptops and other technology for the students as well as professional development, the school's test scores increased substantially.  Dr. Sparangis testified, "Through the infusion of technology into the curricular program, the students are excited about learning and look forward to coming to school each day.  They cannot imagine an instructional day without the use of technology."
