In 1996, both houses of Congress overwhelmingly passed, and President Bill Clinton signed the Defense of Marriage Act (DOMA) into law. DOMA defines marriage as the union between a man and woman in federal law. In addition, it defends the right of states not to recognize same-sex marriages performed in other states. In addition to this federal law, nearly 40 states have state laws or constitutional amendments similar to DOMA. |
