Senate Rules Committee Releases Publication on Filibuster Hearing Series

The print edition of the 2010 series of six hearings, “Examining the Filibuster,” has been published by the Government Printing Office on behalf of the Senate Committee on Rules and Administration. The volume contains full transcripts of each hearing, expert testimony from 23 witnesses, and submitted material from scholars, non-profit organizations and others.

Beginning on April 22, 2010, the first hearing in the series covered the history of the filibuster from 1789 through 2008. On May 19, 2010, the second hearing in the series was held, which discussed the use of the filibuster today and its consequences with witness testimony from former Vice President Walter F. Mondale and former Senator Don Nickles. The third hearing was held on June 23, 2010, which examined silent filibusters, secret holds, and their effect on the Senate confirmation process with testimony from Senators Ron Wyden, Chuck Grassley, and Claire McCaskill. The next two hearings in the series were held on July 28, 2010 and September 22, 2010 and focused on legislative proposals to change Senate procedures offered by Senators Frank Lautenberg, Michael Bennet, Tom Harkin, and Tom Udall. The final hearing in the series was held on September 29, 2010, which discussed ideas to reduce delay and methods to facilitate debate with witness testimony from Sen. Judd Gregg.
