That agreement had 89 Senators out of 100 agree on a proposition that would continue the middle class tax cut, would give certainty and assurance that as of January 1st there wouldn't be a tax [increase], would give 48 million Americans assurance that they would still have access to their Medicare doctors, and would give 2.3 million Americans an assurance they wouldn't lose their unemployment insurance and therefore their ability to support themselves and their families.

We passed a bill here through the House some days ago which provided for the extension of the payroll tax cut that we gave to 160 million Americans last year. Our economy is still not as robust as we want it to be, and the President of the United States has said, let's continue that tax cut for middle-income Americans. We have not done that yet, and unfortunately the bill that we passed through the House had items in it that obviously the Senate does not agree with.
