The San Francisco Bay National Estuarine Research Reserve (NERR) is established to restore tidal marshes and protect estuarine habitat through research, monitoring and educational programs and will include coastal habitat at China Camp State Park in San Rafael. The NERR is home to more than 71 bird species, 58 fish species, 21 mammal species and 9 reptile species. Those on the threatened or endangered list include the California black rail, California clapper rail, Chinook salmon, steelhead, Delta smelt, salt marsh harvest mouse, giant garter snake and southwestern pond turtle.

"Efforts are underway around San Francisco Bay to undo the extensive damage caused by human impacts,” said Rep. Woolsey. “The new National Estuarine Research Reserve will create a scientific and educational partnership that will provide us with the information we need to restore our bay and the fragile environment of its wetlands."

Central to the Reserve's research and educational efforts will be San Francisco State University's Romberg Tiburon Center (RTC) for Environmental Studies, the only academic research facility located on San Francisco Bay. RTC is becoming a major center for scientific research, in addition to serving as a local and regional resource for studies and information on estuarine and marine environments.

Last year, Rep. Woolsey successfully passed the Tiburon Conveyance Bill, H.R. 5498, that transferred the Romberg Tiburon NOAA facility in Tiburon to the Board of Trustees of California State University. Rep. George Miller (D-Martinez) co-sponsored Rep. Woolsey’s legislation.
