Title: Food Animal Residue Avoidance Databank (FARAD)

Purpose: FARAD, a critical food safety program, is an integrated extension and applied research program that provides required scientifically valid information on how to avoid drug, environmental and pesticide contaminant residues in food animals.  No other federal or private entity duplicates FARAD.  The Animal Medicinal Drug Use Clarification Act (AMDUCA) authorizes veterinarians to prescribe antimicrobials in an extra-label manner to treat conditions for which there are no effective approved antimicrobials. AMDUCA requires an extended withdrawal period for antimicrobials used in an extra-label manner. FARAD provides the scientific basis for determining the appropriate withdrawal period. Also, FARAD is used when environmental contaminants are introduced into food animals.

Title: Life-Management Skills Intervention/Re-entry Program for High Risk Youth in Washington

Purpose:  The ARISE program provides both staff training and educational materials for teaching life lessons to incarcerated and at-risk youth through interactive methods that help develop critical thinking skills needed to break the cycle of violence and crime that would otherwise doom many juvenile offenders and at-risk youth to tragic lives of gang involvement, crime, drugs, prison, disease and poverty.   In addition to coordinating and conducting training sessions and providing materials, ARISE regularly and systematically evaluates and supports programs in several ways, including: weekly contact reports to evaluate program goals and progress; bi-weekly telephone contact with participating facilities; instructor surveys to ensure quality control and provide extra staff support; exit surveys completed by participants; chapter quizzes and assessments to test participating juveniles on materials covered; and, through data analysis and focus groups to monitor program success in each facility.  This program is administered in over 30 organizations in Washington, D.C.

Purpose:  A feasibility study conducted by the U.S. Army Corps of Engineers has determined that in order to serve Port Everglades’ current and future shipping tenants, deeper and wider channels are required. The Port has been working with the Army Corps of Engineers since 1997 on a feasibility study to determine the most effective way to deepen and widen Port channels.  The study will recommend widening and deepening the Outer and Inner Entrance Channels; the Main Turning Basin; and the Southport Access Channel (including the Turning Notch), a possible new turning facility at the intersection of the Dania Cutoff Canal and the Intracoastal Waterway, as well as improvements on the Dania Cutoff Canal.

Purpose: To supplement funding for the MDCP Program. The Broward Sheriff’s Office Department of Community Control, Division of Day Reporting and Reentry provides case management services to criminal defendants assigned to and qualified to participate in the court’s diversion program. The program is designed to divert first time marijuana users from traditional adjudication procedures. If defendants who qualify for the program successfully complete six months to one year of successful programming, community supervision, judicial monitoring, substance abuse counseling and treatment and education. They are eligible to graduate and have the case dismissed by the court. The primary purpose is to identify and rectify crimioginic factors that may have led to substance abuse, rectify and resolve the issues and divert participants from becoming chronic criminal justice participants.

Purpose: There are 16 lift stations in the city.  Six are older stations in need of major refurbishment.  Several should have back-up power, which none have.  Design services were completed for Phase 1. Design services for Phase two will start in 2008.  These lift stations also need better means to operate, control and monitor operations.  Therefore, telemetry will be installed after all lift stations have been rehabilitated. These stations were bid and construction will start May 2008.  Phase 2 will involve refurbishment of 6 more lift stations that are newer and in need of less repairs.  The remaining stations are small, and generally new. They are lower priorities for controls. The new equipment should have better efficiency.  With growth, no significant change in operations should be noted.

Purpose: The City has installed over 200 solar power street light in areas that lacked street lighting and those areas where existing street lighting was insufficient. This has been the largest solar powered street lighting program in the county. Many residential streets lack street lighting, particularly in the newly incorporated areas of the City.  The City plans to install more infill lighting in areas of high crime and in the parks.  Additionally, the plan calls for placing at least one solar powered street light at each intersection of the City to ensure pedestrian and vehicle safety in the event that hurricane takes down the power grid.

By constructing this bridge over the C-10 canal the opportunity exist to rise it to a level that will allow larger boats to utilize the C-10.  A preliminary design is completed along with construction estimates and economic impact.  Included in the cost is the demolition of the First Avenue Bridge.

Title: Davie Road Upgrade

Purpose: The Town of Davie seeks to upgrade Davie Road to a 6-lane arterial roadway with bike lands and a planted median from State Road 84 to Nova Drive (SW 24 Street) for approximately 0.5 miles.  In current conditions, this segment operates at a traffic level of service “F”.  Without the proposed improvements, this road segment will maintain its level of service “F” while adding trips in 2030 conditions.  This roadway serves as a primary north-south connection into the Regional Activity Center (RAC), one of the Town’s redevelopment areas.  In addition to increasing roadway capacity, the project will encourage bicycle, pedestrian and transit modes within the RAC.    These improvements are recommended in the 2007 Town of Davie approved RAC Master Plan and the 2008 Town of Davie approved Local Road Master Plan.

Title: Laurel Wilt Pathogen - Redbay Ambrosia Beetle Threat to the U.S. Avocado Industry

Purpose: A new disease in the southeastern US, laurel wilt, kills avocado and other plants in the avocado family.  Laurel wilt has spread rapidly along the eastern seaboard, and is now 100 miles to the north of the main avocado production area of Florida.  UF-IFAS research has established that a new fungus, Raffaelea lauricola, causes the disease ant that the redbay ambrosia beetle, Xyleborus glabratus, is attracted to and vectors the pathogen to avocado.  Potentially some variation in resistance to the disease exists in extant avocado germplasm.  However, very significant gaps exist in what is known about this pathosystem and how the disease and insect might be managed once it arrives in commercial avocado production areas.  There is an urgent need for additional research funds to develop short- and long-term solutions to this problem.

Purpose: A spheromak-type reactor could generate energy from fusion at a much lower cost and greater efficiency than tokamak-type reactors since it would require far fewer magnets. A spheromak reactor would be less difficult to construct and less expensive to maintain since it is much simpler than a tokamak. New scientific advances in physics offer tools for longer lasting and hotter spheromak plasmas.  These areas would benefit all of fusion science and technology.

Purpose: The Department purchased Toughbook laptop computers for every Officer/Community Service Officer in the field (approximately 350).  Funds were also used to purchase peripheral equipment (microphones, ergonomic mounts and docking station, drivers license readers, printers, etc.).  Officer safety has been dramatically improved by providing vital, real-time information to Officers (mug shots, criminal history information, mapping programs) as well as real-time Homeland Security Alerts.  Prior to the technology upgrade, Officers would copy Alerts or BOLO's and hand deliver them to Officers in the field (causing long delays in receiving important information) instead of emailing important data.  While the technology equipment has enhanced the efficiency and effectiveness of our Officers, the equipment is in its sixth year of use.  Due to the rigors of a law enforcement environment, much of the equipment has been sent to the vendor for repair and the laptops will have to be replaced in the near future.

Purpose: Located on the grounds of the JAFCO Residential & Respite Center for Children with Developmental Disabilities, the House for Children with Autism, will provide respite (temporary relief of care giving responsibilities) to families for up to two weeks as well as be used to support families through training, counseling and socialization.  The Center will be unique in the nation and once completed, JAFCO will share plans and research with other providers nationwide.  Construction of the Respite House for Children with Autism, as well as construction of the entire campus, will employ workers in a community currently suffering from a dramatic decrease in construction projects.  Once built, the JAFCO Center will employ a minimum of 50 full time employees performing functions such as direct care, therapy, social work and management.

In May 2010, the City will host the Florida Caribbean Games at the Florida Caribbean Multi-Purpose Athletic Facility. Over 1,000 athletes and members of the region’s diplomatic community, and thirty-five nations within the Caribbean will be represented at the games. This will be the largest gathering of foreign athletes in the United States since the U.S. Olympics.
