Congressman Roscoe Bartlett begins debate on his amendment, co-sponsored with Rep. Jeff Flake, to the FY 13 National Defense Authorization Act (#FY13NDAA) to ensure fair, open and competitive bidding by all qualified businesses competing for federal construction contracts. The amendment makes it optional, rather than mandatory to require Project Labor Agreements (PLAs). The Bartlett amendment mirrors the President George W. Bush executive order language and complies with the Allbaugh and Boston Harbor cases.
