Requested Projects for the Surface Transportation Bill

Every five to six years, Congress prepares a long range surface transportation bill.  The transportation bill authorizes the Federal surface transportation programs for highways, highway safety, and transit.  In a letter dated April 2, 2009 from the Committee on Transportation and Infrastructure, Chairman Oberstar and ranking member Congressman Mica requested member offices submit high priority projects to the committee to “ensure that the needs of the communities that we represent are full partners in these important programs.”

Listed below are the projects submitted to my office by local communities, transportation agencies, universities, and Utah’s Department of Transportation that I have passed onto the Transportation Committee to be considered for the new surface transportation bill.  While only a fraction of these projects will likely be included in the final bill, all of them will be reviewed by the Committee and the U.S. Department of Transportation before being included in the surface transportation bill.

Airport Light Rail Extension: SLC, UT
The project will extend Light Rail 6 miles from the Arena Station to Salt Lake City International Airport.  It will have six stations and one park-and-ride lot.

Brigham City Forest Street Station: Brigham City, UT
In order to plan effectively and ensure that the absolute best development options are considered, Brigham City is seeking funding for a study of the developmental impacts of bringing commuter rail to Brigham City.  This is a unique opportunity to ensure that the area surrounding the commuter rail terminal is developed using transit-friendly planning.
Requested: 600,000

2000 West to 4200 West: Clearfield, UT
SR 193 Extension Environmental Impact Study from 2000 West to 4200 West. Total estimated cost: $3,000,000.
Requested: 3,000,000

DROUBAY ROAD PROJECT: Tooele City, UT
By providing a connector route to get from the eastern portion of the region to the main corridor of the City SR-36 (Main Street) mobility and economic development in the Tooele City area will be substantially enhanced.
Requested: 1,600,000

Flint Street and 200 North: Kaysville, UT
This project includes widening and resurfacing the roadway; installing curb, gutter, and sidewalk and signalizing the intersection of Flint Street and 200 North.
Requested: 3,000,000

FrontRunner to Brigham City: Brigham City, UT
Extending FrontRunner from Ogden to Brigham City.
Requested: Authorization

I-80: Tooele County to Summit County, UT
I-80 pavement preservation and rehabilitation in Tooele County and Summit County.  As part of UDOT’s extensive Pavement Management Analysis, the state has identified the segments within this corridor and the specific pavement treatments (preservation and rehabilitation) for each segment that will be needed over the next 5 years.

Midvalley Highway: Tooele County, UT
The Midvalley Highway will be a freeway/principal arterial running 12 to 15 miles (depending on the outcome of the Environmental Impact Statement) from I-80 to SR-36.

Nicholls Rd Overpass Project: Fruit Heights, UT
Overpass Structure at Nicholls Road on US Highway 89
Requested: Authorization

South Davis Street Car Project: Centerville to SLC, UT
15 mile In Street StreetCar line from Centerville to Salt Lake City
Requested: Authorization

North Temple Viaduct Rebuild: SLC, UT
Reconstruct and shorten the North Temple viaduct, currently located between 300 West and 600 West, to between 400 West and 600 West. 
Requested: 25,000,000

Ogden StreetCar: Ogden, UT
The project will construct the transit line in a corridor from the Ogden Intermodal Hub to Weber State University.
Requested: Authorization

Salt Lake City Downtown Streetcar:  SLC, UT
The Salt Lake City Downtown Streetcar project is an urban, rail-based, modern streetcar line that will serve the Central Business District, the Gateway Area and the Salt Lake City Central Station, and emerging redevelopment districts south of downtown.
Requested: Authorization

US-89: Davis and Weber Counties, UT
US-89 pavement preservation and rehabilitation in Davis County and Weber County, Utah. Utah Transportation Center: USU/UofU/UTA
This request is for a University Transportation Center, so the requested funds would be for the operation of that Center.  The engineers and planners who will graduate from the programs involved with the Center will be better equipped to deal with today’s issues of deteriorating infrastructure and the need to improve the economic, social, and environmental sustainability of transportation systems and regional development patterns.

200 East Corridor: Logan, UT
Includes property acquisition, intersection improvements, reconstruction pavement sections to handle additional traffic, and widening of the street through certain narrow portions.
Requested: 4,160,000

200 East: North Logan and Hyde Park, UT
This project will extend 200 East from 1800 North to 2500 North to a 3 lane (two travel lanes and center turn lane) major collector facility.
Requested: 4,000,000

9.8 Miles of Major Collector Roads: Syracuse, UT
Currently, the majority of these roads have a remaining service life of less than 3 years.   As these roads have failed or are near the end of their useful service life, these roads require minor to major reconstruction.  This includes pulverization and a complete removal and reconstruction of roadways.  There are 9.8 miles of major collector roads that the City needs to reconstruct.

24th Street/I-15: Ogden, UT
The proposed project will construct the additional on-ramp northbound and off-ramp southbound. The project will include improved traffic operations along the I-15 mainline between 31st Street and 21st Street interchanges.
