Congressman Bartlett said, “I supported SMART’s organization of the first SMART PROC in 2001 to give small businesses the tools they need to win federal procurement contracts. Back by popular demand, SMART PROC 2012 is bigger and better and once again FREE to attend. At this conference, small business representatives will learn about current and forthcoming procurement opportunities and procedures, meet directly with government procurement professionals, discover innovations from exhibitors and network to develop teaming opportunities. The eleven SMART PROC conferences that I’ve hosted in Frederick are examples of my win-win approach as the representative of Maryland’s Sixth District in Congress.  My outreach advocacy gives local entrepreneurs and small businesses the training and personal contacts that they need so that their innovations can compete for government contracts. Injecting more competition and buying improved and more effective products and services are keys to enable our federal government agencies to accomplish their missions at the best value for taxpayers’ money.”

 SMART PROC 2012 features presentations & workshops by Fort Detrick & other federal government procurement officers, prime contractors, vendors & networking opportunities to form three-way synergistic partnerships between small businesses, government agencies and prime contractors.  Participants include 48 speakers, 47 exhibiting companies, representing over 300 companies, along with leaders from 20 Federal agencies, among 1,000 professionals from 12 states. Dedicated networking opportunities include breakfast, lunch, a wine and cheese reception and one-on-one matchmaking sessions with federal agency representatives.

SMART – Strengthening the Mid-Atlantic Region for Tomorrow is a not for profit organization that contributes to economic growth and job creation by facilitating partnerships among the full range and depth of leaders of businesses, academic, professional associations and non-profit institutions, government installations, and elected and appointed representatives of governments in the four-state region of Maryland, Delaware, New Jersey and Pennsylvania. Congressman Bartlett added, “In my twenty years in Congress, I have increased opportunities for small businesses to successfully compete for federal contracts.  That’s because I understand that small businesses are the engine of America’s economy, producing most new jobs and innovations.  The federal government needs these innovations to obtain rapid improvements to overcome enormous challenges facing Americans including protecting our homeland, improving cyber security and winning the war against us by terrorist organizations, such as al Qaeda.  When I worked for the Navy, I wrote RFPs – requests for proposals. As a small business owner, I competed for RFPs. I know first-hand that there’s no substitute for knowledge about forthcoming procurement opportunities and personal connections with the procurement officials who make most of the buying decisions by the federal government. Large corporations can afford the overhead costs of departments of employees dedicated to these activities.  That’s why it’s so hard for small businesses to compete against large corporations for government contracts. Events like SMART PROC 2012 help our federal and state governments get the best value for taxpayers’ hard-earned dollars with more effective and efficient goods and services while creating jobs in our local communities and region. That is smart.” 

Congressman Bartlett previously organized 24 procurement conferences with free attendance for small businesses including the first SMART PROC held in 2001 in Frederick.  Other free events for small businesses Congressman Bartlett has hosted include three cyber security conferences, six Go Green Energy conferences and five training seminars since the Great Recession began in 2008 that have attracted more than 10,000 participants.

Major General Robert S. Ferrell
Commanding General, Communications – Electronics Command (CECOM) As Commander, Maj. Gen. Ferrell leads a world-wide organization of over 11,000 military
and civilian personnel responsible for coordinating, integrating and synchronizing the entire life-cycle management of the C4ISR systems for all of the Army’s battlefield mission areas – maneuver control, fire support, air defense, intelligence, combat services support, tactical radios, satellite communications, and the warfighter information network.

Rear Admiral Randolph L. Mahr
Rear Admiral Mahr currently serves as the Assistant Commander, Naval Air Systems Command, headquartered in Patuxent River, MD and as the Commander for the Naval Air
Warfare Center Aircraft Division . He assumed his duties in September 2010, after serving as the Program Manager for the Aircraft Launch and Recovery Equipment Program.

Captain Keith A. Syring
Captain Keith Syring serves as the Deputy Commander of the U.S. Army Medical and Research Materiel Command (USAMRMC) located in Fort Detrick, MD.  Prior to his current
Command, Captain Syring was assigned to the Navy’s Bureau of Medicine and Surgery as the Aerospace Physiology Program Manager and Specialty Leader in 2007 and then served as the First Commanding Officer of the Naval Medical Research Unit – Dayton at Wright Patterson Air Force Base in 2010.

James W. Cluck, Deputy for Acquisitions, SOCOM
James W. Cluck, a member of the Senior Executive Service, is the Deputy for Acquisition, U.S. Special Operations Command, MacDill Air Force Base, Fla. He is responsible for all
