H.R. 3662

H.R.3662 - Down Payment to Protect National Security Act

---Prevent Another Round of Damaging Cuts to Our Military---

“Facing such large reductions, we would have to reduce the size of the military sharply. Rough estimates suggest after ten years of these cuts, we would have the smallest ground force since 1940, the smallest number of ships since 1915, and the smallest Air Force in its history.”
-Secretary Leon Panetta on Impact of Sequestration

H.R. 3662, introduced by Chairman McKeon and HASC Republicans, would prevent a further round of cuts, beyond the $465 billion announced by the President in his new defense strategy, from hitting our military as a result of sequestration. We anticipate the President’s first round of cuts alone will require 100,000 fewer Soldiers and Marines; another round of BRAC closures like the 2005 round impacting 800 defense locations in the United States; fewer nuclear weapons; elimination of 250 fighter aircraft; and higher fees for military healthcare. Another round of cuts required as a result of sequestration would simply devastate our Armed Forces.

OFFSET: H.R. 3662 would pay for one year of defense and non-defense sequestration by requiring a reduction in the federal workforce through attrition. This offset was originally part of the Supercommittee deliberations.
