Rep. Zoe Lofgren testifies before the House Rules Committee on why the House GOP's bill, H.R. 6429, is flawed partisan and anti-immigration legislation. For more than a decade Rep. Zoe Lofgren (D-CA) has been working to increase high-skilled visas for graduates from U.S. universities with advanced degrees in science, technology, engineering and mathematics (STEM). Among other STEM Visa bills she has introduced, Rep. Lofgren introduced H.R. 6412, the Attracting the Best and Brightest Act, as legislation that would increase STEM visas without eliminating other legal immigration programs like H.R. 6429.
