Newt Gingrich to Speak at Balanced Budget Caucus Event

(WASHINGTON) — Rep. Mike Coffman (R-CO) and Rep. Jim Marshall (D-GA) will host Newt Gingrich, General Chairman of American Solutions, at an upcoming Balanced Budget Amendment Caucus event where the former House Speaker will deliver a lecture titled, “A Balanced Budget: We’ve Done It Before, We Can Do It Again.”  The House twice passed a balanced budget amendment while Gingrich was Speaker of the House.

H.J. Res. 1 prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths roll call vote of each chamber, authorizes a specific excess of outlays over receipts.   The measure would also require a three-fifths roll call vote of each chamber to increase the public debt limit.
