House Floor Speech in Opposition to Communist China as the Largest Foreign Holder of U.S. Debt

Mr. Speakers. I rise today to call attention to the millions of public dollars we have spent, and are spending, in the form of foreign aid to the People’s Republic of China. Our national debt is over $15 trillion dollars and growing. 43 cents of every dollar we spend is borrowed money and Communist China is the single largest foreign holder of US debt.

The interest we pay on this ever-growing debt of money is increasingly squeezing out spending on other worthwhile programs. Why then are we borrowing money from the Communist Chinese Government, a government that has declared us as their enemy, only to give it back to them with interest?

China is the world’s largest human rights abuser; China’s government smashes those who advocate for a free press, free religious institutions, or a government accountable to its people. It arrests Chinese practitioners of Falun Gong, which stresses yoga and meditation. Beijing has these devout and passive people arrested, then murdered while in prison, then sells their organs and body parts.

China is responsible for promoting and facilitating the proliferation of nuclear technology between North Korea, Pakistan, and Iran. China is responsible for empowering the Burmese junta that imprisoned Aung San Suu Kyi for years. China’s aggressive foreign policy and hostile naval actions are threatening the sovereignty of American allies like Japan and the Philippines. It is Communist China that has stolen and is currently stealing our most prized military and commercial secrets. China has stolen the designs for every single one of our nuclear warheads. It is Chinese cyber spies who have infected our critical infrastructure with malicious viruses and who break into our classified systems. It is China who is has embarked on the most significant arms buildup since the Cold War and to fight who I ask?

It is with that in mind I asked the Congressional Research Service to assemble a list of programs that the Congress funds that go directly to supporting economic development in China. It is a partial list because there are so many programs that after weeks of work they could not even find them all. This is a list of projects funded from over the last three years, when the Obama administration was spending one and a half trillion more annually than we were taking in. And this spending on China is ongoing.

To make sure we all understand exactly where we are sending the tax payers money, I am going to read a list of programs we have funded in China and ask, is this really what is in the best interest of America?

Colleagues, borrowing money from Communist China, putting the American people further in debt, and then giving that money back to them in aid is insane. What we are doing is insane. America will never survive with such mind boggling bad giveaway policies. Why hasn’t it been stopped?

The Chinese dictatorship has cover from some of America’s most powerful corporations. We permitted overly subsidized American corporations to set up manufacturing facilities in China and now they need to stay in the good graces of the Chinese government to keep doing business. The Communist Party uses it leverage on these corporations to lobby and pressure the American government to do what is best for the China; what gives the greater advantage to the Chinese Communist Party.

Over ten years ago, when we voted to give China permanent Most Favored Trading Status, we were told that free trade and open economics would change them. But what really happened is they changed us. And now, because we have given China this position of strength, we cannot call them to task for all the evil acts they inflict on their own people or their aggressive acts abroad.


That is why it is insane for the United Stated to give China any aid. We are approaching being 16 Trillion dollars in debt and it is beyond belief that we give so much as one dollar to Communist China.
