Future Farmstead - $500,000

These funds will be used to start a research farm that focuses on the development of advanced technologies to improve the net output of food fiber and bio-fuels from our nation's farms through improved efficiencies and production.  These advances in efficiency and productivity will be critical to the future success of Georgia farmers.  This University of Georgia managed project will place a special emphasis on net energy production and conservation.

 

 

Advanced Technologies for Water Use and Water Quality Enhancements - $500,000

The purpose of the project is to advance the discovery and use of variable rate irrigation technologies that will save billions of gallons of irrigation water each year, while increasing agricultural productivity and improving water quality.  The reduction of agricultural water consumption, without sacrificing productivity, will play an important role in addressing Georgia's water shortage problems.

 

 

Emanuel County Emergency Vehicle Acquisition - $360,000

The funding will be used to purchase and equip emergency vehicles to be used by the Emanuel County Sheriff's Office.  Many of the existing vehicles being used by the Sheriff's office are obsolete.  New vehicles will improve the efficiency and responsiveness of the department and, ultimately, the security of folks in the area. All vehicles will be fully equipped for emergency service with all necessary accessories, including emergency lighting, radios units, etc.            

 

 

City of Sparta Police Headquarters Modernization - $150,000

These funds will be used to help replace the present City of Sparta Police Headquarters. The building is old, dilapidated, and leaking. The new headquarters will be handicap accessible, energy efficient, and have better communication/computer terminals, new bathrooms, bulletproof windows, upgraded security systems, a new armory room, new computers, and radios.

         

  

Regional Dispatch and Emergency Management Center - $750,000

Funds will be used for the construction of a Regional Dispatch, E911 and Emergency Management Center.  The Center will be constructed on the same property as the new Baldwin County Law Enforcement and Jail Center which recently opened.  The Center will be used for day to day operations, planning, and training.  The facility will provide a regional location for operational readiness for emergency activities for the region's eight counties.  In addition, funding will be used to provide updated technology and equipment for the center.

Jefferson County Emergency Dispatch System Upgrade and Enhancement Project - $250,000

The upgrade and enhancement of the emergency dispatch radio communications project for Jefferson County involves the upgrading of the existing telephone lines between the transmitter towers and the communications center, and the purchase of new computer-aided dispatch console purchase of mobile radios for all emergency response vehicles.  The enhancement of the system will consist of increasing the wattage of all transmitters, increasing the heights of all existing towers, and adding transmission capability to existing towers not within the existing communication system.  Once this work is completed it will provide not only excellent communications within Jefferson County, it will also provide technical infrastructure needed to create interoperability in communicating with other public safety and first responder units with neighboring countries, within the region, and throughout the state.

 

 

Fire Department apparatus and equipment - $500,000

This project consists of purchasing a ladder truck and rescue truck with equipment to assist with the fire department's operations at Savannah State University. The Thunderbolt Fire Department has provided fire, rescue, haz-mat, medical, and all other emergency services to SSU for almost 60 years and has never received any funding from school, state, or county governments for these services. They currently do not have appropriate vehicles to adequately serve the campus to perform fire suppression and rescue operations on their numerous multi-story buildings, including student dormitories.

 

 

Automation of Booking/Fingerprinting Process - $26,338

In the wake of increased campus violence around the country, these funds will help the ASU Police Department increase its level of preparedness in meeting emergency situations and enhance its ability to provide emergency warnings to campus. This is necessary in order to protect and prepare the community for emergency situations.  In order to be compatible with state and other local law enforcement and justice systems, the university police will need to purchase equipment and software for dispatch and emergency systems.

 

 

C-37B Program - $70,000,000

The funds allocated will be used for the acquisition of a C-37B aircraft in conjunction with the Air Force's effort to modernize the Operational Support Aircraft (OSA) fleet.  This acquisition will help support the objectives set forth in the service's report to the Congress on "Transport Aircraft Requirements".  The C-37B, with its transcontinental range, exceptional performance capabilities, and one of a kind Contractor Logistics (CLS) program, best supports OSA high priority requirements.  Key components of the C-37B are built at the Gulfstream facility in Savannah, Ga.

 

 

Savannah Harbor Expansion Project (SHEP) - $1,300,000

The Savannah Harbor must be deepened in the coming years in order to remain competitive as larger ships are deployed.  Before construction can begin, General Investigation/Preconstruction Engineering and Design Phase (GI/PED) funding of $1.3 million is needed for oversight and completion of the project reviews by the Corps of Engineers.  These funds are critical to moving the project toward construction.

 

 

Savannah Harbor Expansion Project (SHEP) - $33,725,000

New Start Construction General (CG) funding of $33.725 million is necessary to begin construction of SHEP.  When the Record of Decision is signed in mid-2010, these CG funds can be used for pre-construction monitoring and final engineering design of mitigation components and the channel.  CG funds can also be used to complete the Project Partnership Agreement which must be completed prior to the award of any construction contracts.

 

 

Development of a Renewable Energy Laboratory - $423,311

These funds will be used for the development of a Renewable Energy Laboratory to conduct research in the formulation, generation, transfer, and combustion of bio-fuels at Georgia Southern University.  The project will combine multiple disciplines (Biology, Chemistry, and Engineering) to address the production requirements for viable and sustainable energy substitutes derived from organic materials.

 

 

Clean Water and Sewer - $1,000,000

This funding will be used to replace outdated water and sewer infrastructure in Hancock County and to install water and sewer lines in the low income target areas where these types of lines still do not exist.  The project will address health and safety concerns of Hancock County residents.

 

 

United States Courthouse, Savannah - $7,900,000

 

General Services Administration

 

This is additional design funding for a new annex to the federal courthouse in Savannah, Georgia.  The annex design was completed in 1999, but construction funds were not immediately forthcoming.   Since that time, requirements and standards have changed, requiring a redesign of the project, largely to address enhanced security, but also to address obsolete tenant interior layouts and other issues.

 

 

Augusta Canal National Heritage Area - $1,000,000

These funds will be used to implement the management plan approved by the Department of the Interior to include a handicap access ramp; canoe launch ramp in the Savannah River and canal; upgrades to the hydro electric plant at Enterprise Mill; directional signage; interpretive panels; marketing and promotional activities; multiuse trails; recreational (park) improvements; and operational management expenses.

 

 

Citywide Sewer Line Rehabilitation Project - $500,000

Funds will be used to rehabilitate an aging sewer system where many pipes are cracking, broken, clogged with roots, and sagging. These conditions permit storm water to infiltrate the sewer system and overload the wastewater treatment plant.  The rehabilitation is necessary to protect the health and welfare of local citizens, livestock, and wildlife downstream from the wastewater treatment plant.

 

 

Historic Restoration of Studio "B" Building - $307,000

Funds will be used for the restoration of the Studio "B" Building, a pre -Civil War-era building located inside the quadrangle of the historic Augusta Arsenal, and will include abatement of lead paint from walls; restoring of foundation and masonry joints; restoring brick walks and ramps for H/C access and safety; addressing site drainage systems and grading; restoring brickwork and stonework, trim and lentils; and rebuilding doors and windows.  The project also will include replacing the electrical system; adding an energy efficient mechanical system; adding a restroom; and interior finishes to the space.  Finally, there will be features added to meet the ADA and Life Safety Codes.

 

 

Restoration of Historic Bank Building - $80,000

Stormwater Improvements Garden City Town Center Demonstration - $ 660,000

Funds will be used to construct a storm water management system for the new Garden City Town Center.  Development of the Town Center could create 60-70 construction jobs and 350-380 permanent jobs and will induce private development.  Development of the new Town Center will relieve traffic and land use conflicts with the Port of Savannah.

 

 

Rural Nursing Service and Education Outreach Programs - $184,000

Marcus Autism Center Master Plan for a Statewide Delivery of Service - $300,000

The Marcus Autism Center will use these funds to develop a statewide service delivery system supporting children with Autism and related disorders.  Funds will link together existing academic/research and clinical models, providing a cohesive continuum of care for this population of children while utilizing the strengths that exist in the State.  This model will also address transition planning for kids aging out of services provided by pediatric practitioners.

 

 

Digital Mammography for Mobile Unit - $360,000

St. Joseph's/Candler's (SJC) mobile mammography van was purchased in 2001, through contributions made by the SJC Auxiliary and the GA Cancer Coalition.  For the past 8 years, SJC has been providing the only mobile mammography screening in the region.  More than 9,000 women, many uninsured, have been screened.  Recently, SJC decided to expand their services by adding digital mammography capabilities to the system.  SJC is seeking assistance in funding this important new technology.

 

 

Cancer Center and Blood Disorders Services at Children's Healthcare of Atlanta - $300,000

These funds will be used to support the provision of comprehensive inpatient and outpatient services to children and adolescents with sickle cell disease.  Children's Healthcare treats more than 1,600 sickle cell patients each year, making it the largest pediatric sickle cell provider in the country.  Approximately one-quarter of these patients are cared for at the Hughes Spalding facility.  Physician services are provided by faculty from Emory University and Morehouse Schools of Medicine.

 

 

University System Shared Services Center - $1,000,000

Currently, the community has no such facility to serve this role.  The facility will serve as an all purpose community gathering place.  Health fairs, after school mentoring, and a food pantry are a few of the services envisioned for the facility that will greatly benefit the community.

Lucy Craft Laney/Silas X. Floyd Wellness Center - $1,000,000

The Lucy Craft Laney/Silas X. Floyd Wellness Center will be located in the heart of the Laney Walker/Bethlehem Neighborhood Revitalization Area.  This 6,000 sq foot wellness center will consist of three centers that support Wellness Social Services, Literacy, and Music.  These programs will reach out to the surrounding low-income community including the creation of a jobs site restaurant.  This center will be a continuation of the Urban Revitalization of the Laney-Walker/Bethlehem Neighborhood.  The facility currently operates a Head Start children's program that will remain as the center's educational focus.

 

 

Savannah Battlefield Historic Paint and Coach Shops - $330,000

One of the major components of the Savannah Battlefield Project is the revitalization and repair of the Central of Georgia Railway Historic Paint and Coach Shops.  These Shops have been very poorly maintained over time.  Together they enclose 110,000 square-feet of usable floor space that, once restored, will become a gateway for the community and stimulate private investment in downtown Savannah.

 

 

Five Circulator Buses - $750,000

The Mobility Management Board is responsible for planning effective ways to move residents and visitors through and around historic downtown Savannah.  This funding would enable the purchase of five buses to help with this task.

 

 

Five Paratransit Buses Transportation - $750,000

This funding would be used to obtain paratransit buses in order to provide greater transportation options for persons with disabilities, including rides to work, education facilities, and retail centers.          

 

 

Downtown Multimodal Center Transportation - $1,000,000

This funding would be used as the final portion of the downtown multimodal center.  This project has been pending and already has about $8 million in federal funds ready to be drawn down upon execution of an agreement.

 

 

Savannah - Gulfstream Rd. From West of Gulfstream Facility to SR 21 - $735,026

Funds will be used to acquire right-of-way to widen to four lanes for 1.2 miles and for associated interchange improvement at SR 21. These projects were recommended by the Georgia Department of Transportation.

 

 

Savannah - Gwinnett St. from Stiles Ave. to I-16 - $2,000,000

Funds will be used to widen the road to four lanes with a raised median and sidewalks for four miles, plus a new wider bridge over Springfield Canal, to enhance east-west movement and provide access to planned major redevelopment. These projects were recommended by the Georgia Department of Transportation.

 

 

Community Kitchen Building - $250,000

 

America's Second Harvest of Coastal Georgia

These funds will be used to build a community kitchen which will provide meals to hungry children in the community.  The kitchen will also be a critical workforce kitchen to feed emergency workers in the event of a disaster in the region.

 

 

Atlanta, GA Sewer System Rehabilitation - $2,000,000

Atlanta's wastewater collection, conveyance, and treatment system consists of approximately 2,000 miles of sanitary and combined sewers, seven combined sewer overflow treatment plants, and other facilities many of which were originally built in the 19th Century and still in use today.  Excessive overflows from the combined sewer system, coupled with sanitary sewer overflows and leaks in the separated area, are seriously impacting metropolitan Atlanta regional water quality.  Continued rapid growth in the metropolitan area, and the daily influx of commuters from surrounding areas into the city, exacerbate the adverse impact during extreme events. The proposed project would improve surface water quality by providing combined sewer capacity relief to capture more stormwater and sewage flows and associated flood relief in several areas of the city. The proposed relief system would allow the flow volume, typically stored on surface streets, to enter the collection system. Excess flow volume would be diverted and captured in a deep tunnel system for later treatment and release.  This project is not only critical for the infrastructure of Atlanta, but also for the entire state of Georgia.

 

 

Burke County Airport Runway Expansion Project - $200,000

Burke County is prepared to expand the County Airport's runway from 3,500 feet to 5,000 feet and has secured agreements to purchase property for the additional runway space needed from adjacent property owners.

Burke County is working to build a neighborhood park in the Community of Gough, complete with a playground and basketball courts.  A local landowner has agreed to donate the property if the county will make the improvements.

 

 

Jefferson Hospital EOC Generator - $300,000

These funds would be used to purchase a generator to support HVAC at the hospital and would allow the hospital to continue to operate at nearly 100% capacity if the area experienced a power outage as has happened in the wake of recent severe weather.

 

 

City of Vidalia Fire Truck - $550,000

The City of Vidalia currently has four fire trucks.  Only one is capable of carrying a team of firefighters and none have elevated ladders. Vidalia would use these funds to purchase a new pumper with ladder capabilities to replace its 1988 Crew Pumper.  This equipment will better enable the Fire Department to protect lives and property and will help maintain Insurance Services Office (ISO) rating.

 

 

University System Shared Services Center - $1,000,000

MCG has requested that language be added to the Appropriations Subcommittee Report which confirms Congress's commitment to funding of the National Cancer Institute (NCI).  MCG has worked collaboratively with NCI on efforts to research and better treat cancer.

 

 

Terminal Facility to Include Economic Development Center - $1,000,000

Funding will be used to construct a single building which will house the Terminal Facility (fixed base operations) at the airport and an economic development center.  Funding will also be used for the infrastructure required (water, sewer, utilities, access road, etc.) to support the facility.

 

 

Paine College Health, Education, Activities, and Education Learning (HEAL) Complex - $1,000,000

Paine College is in the process of creating the Health Education Activities Learning (HEAL) Complex to provide a platform for developing programs in health sciences such as environmental health, cardiovascular technology, and healthcare informatics. Research opportunities will be expanded through the inclusion of state-of-the-art laboratories, for biotechnology, biomedical and cardiovascular technology. Along with providing opportunities to train the next generation of health workers, the HEAL Complex will also serve as a resource for the residents of Augusta, in particular community members of limited means and the elderly. In addition to education and research, the outreach activities that are being planned for the HEAL complex includes programming for physical fitness for neighborhood youth and elders.

 

 

Paine College National Security Language Initiative - $600,000

The purpose of this request is to establish an extensive program of critical-needs languages, including Farsi, Pashto, Arabic, Chinese, Russian, Japanese, and other languages spoken in countries vital to U.S. interests. This initiative supports all components of the United States

National Security Language Initiative launched in 2006 for critical languages.

 

 

Paine College Educating Men of Color to Teach (EMC2=Teach) - $500,000

Paine College's Educating Men of Color to Teach (EMC2=Teach) program will provide an academic support system to help ensure success, a cohort system for academic and leadership support, and tuition assistance to African American males enrolled in a teacher preparation program. In order to achieve the goals and objectives of this program, several integral program components have been identified. These include recruitment, mentoring, service learning and community outreach, and leadership support. Funds will be used for direct student scholarships, test preparation services, as well as programming in the above areas.
