Clean Energy Jobs and Conservation
During the 111th Congress, Congresswoman Richardson voted in favor of the following acts, both of which were passed by the House.
- AMERICAN CLEAN ENERGY AND SECURITY ACT -historic legislation to create 1.7 million jobs (with the Recovery Act); help free us from funding terrorism with our dependence on foreign oil; reduce the carbon pollution causing climate change; keep costs low for Americans; will not increase the deficit.
- OMNIBUS PUBLIC LAND MANAGEMENT ACT- the most significant conservation bill in 15 years, strengthening tourism and rural economies with more than 2 million new acres of wilderness and parks.
Diesel Emissions Reduction Act (DERA)
In 2010, Congresswoman Richardson introduced the Diesel Emissions Reduction Act (DERA) of 2010, a vital piece of legislation necessary to extend a national and state-level grant, rebate, and loan program that would create jobs, save lives, and significantly improve the nation's air quality. The Diesel Emissions Reduction Act of 2005 (DERA), which reduces diesel emissions by upgrading and modernizing older diesel engines and equipment, is set to expire in the 2011 fiscal year. The bill introduced by Congresswoman Richardson not only authorizes a five year extension of current operations, but also includes several important modifications to expand the program and increase eligibility.
In addition to extending the current program of grants and loans, Congresswoman Richardson's bill includes a rebate program and will simplify the application process for each funding source. It will expand the program by adding eligibility for the District of Columbia and the territories, eliminate the requirement for 50% of funding to go towards public fleets, and reduce the cap for emerging technologies from 10% to 5%.
