The Senate will convene at 9:30 AM and will be in a period of Morning Business until 2:00 PM.  The Senate will then resume consideration of S. 3637 (A bill to temporarily extend the transaction account guarantee program).

The Senate convened and proceeded with a period of Morning Business.

Reid unanimous consent request that when the Senate receives the papers with respect to H.R. 4310 (National Defense Authorization Act for Fiscal Year 2013), the Senate's passage of H.R. 4310 as amended be vitiated. Further, the adoption of the Senate amendment be vitiated and that the amendment, the text of S. 3425 (National Defense Authorization Act for Fiscal Year 2013) as amended by the Senate be modified with the changes that are at the desk, that no other amendments be in order and the Senate proceed to vote in relation to the amendment as modified, that if the substitute amendment as modified is agreed to, H.R. 4310 as amended be read a third time and passed. The unanimous consent request was agreed to.

The Senate's passage of H.R. 4310 (National Defense Authorization Act for Fiscal Year 2013) as amended was vitiated. The adoption of the Senate amendment was vitiated and the amendment, the text of S. 3425 (National Defense Authorization Act for Fiscal Year 2013) as amended by the Senate was modified, and the amendment was agreed to by Voice Vote. H.R. 4310 (National Defense Authorization Act for Fiscal Year 2013) as amended was read a third time and passed by unanimous consent. The following conferees were appointed: Senators Levin, Lieberman, Reed, Akaka, Nelson of Nebraska, Webb, McCaskill, Udall of CO, Kagan, Begich, Manchin, Shaheen, Blumenthal, McCain, Inhofe, Sessions, Chambliss, Wicker, Brown of MA, Portman, Ayotte, Collins, Graham, Cornyn and Vitter.

The clerk laid before the Senate a Message from the House: Resolve that the House agree to the amendment of the Senate to the title of the bill H.R. 2838 (Authorize appropriations for Coast Guard for fiscal years 2012 through 2015). It was further resolved that the House agree to the amendment of the Senate to the text of H.R. 2838 with an amendment. The Senate agreed by Voice Vote on the Motion to Concur on the House amendment to the Senate amendment to H.R. 2838. The bill as amended is passed.

The Senate will convene at 9:30 AM on Thursday, December 13, 2012 and will be in a period of Morning Business for two hours. At 11:30 AM, the Senate will resume consideration of S. 3637 (A bill to temporarily extend the transaction account guarantee program). It will be in order for the Republican Leader or his designee to raise a Budget Point of Order against the bill, and if a Point of Order is so raised, the Majority Leader or his designee will be recognized to Move to Waive the Point of Order. There will be 30 minutes of debate followed by a vote at 12:00 Noon on the Motion to Waive the Budget Point of Order, if such a motion is made. If the Motion to Waive is successful, the Senate will then proceed to the vote on the Motion to Invoke Cloture on S. 3637. If the Motion to Waive is not successful, the Cloture Motion will be vitiated and the Majority Leader will be recognized. If a Budget Point of Order is not raised, the Senate will vote at 12:00 Noon on the Motion to Invoke Cloture on S. 3637.

The Senate will convene at 10:00 AM and there will be a period of Morning Business for one hour.  At approximately 11:00 AM, the Senate will resume consideration of the Motion to Proceed to S. 3637 (A bill to temporarily extend the transaction account guarantee program). The Senate will recess from 12:30 PM to 2:15 PM for Party Caucuses.  At 2:15 PM, the Senate will proceed with a vote on the Motion to Invoke Cloture on the Motion to Proceed to S. 3637 (A bill to temporarily extend the transaction account guarantee program). The Senate will convene on Tuesday, December 4, 2012 at 10:00 AM. Following Leader remarks, the Senate will proceed to an Executive Session for two hours of debate on Treaty Doc #112-7 (Convention on the Rights of Persons with Disabilities). At 12:00 Noon the Senate will vote on the ratification of Treaty Doc #112-7 (Convention on the Rights of Persons with Disabilities). The Senate will recess from 12:30 PM – 2:15 PM for the weekly party caucus lunches. Additional votes to S. 3254 (Department of Defense Authorization) are expected during tomorrow’s session of the Senate.
