In the past five years, the federal government has undergone the largest reorganization in a generation. Civil service reforms have been central to the creation of the Department of Homeland Security (DHS) and the recent personnel system reforms at the Department of Defense (DOD), while we are engaged in a costly war in Iraq, securing our Nation, and maintaining necessary government services and programs. On Thursday, I will chair a hearing entitled Prioritizing Management: Implementing Chief Management Officers at Federal Agencies, to examine the establishment of Chief Management Officers (CMO) government wide and a recent Government Accountability Office report that evaluated the effectiveness of CMOs in the public and private sectors and developed key strategies for establishing such positions.
