Today, Rep. Pete Stark introduced the Narrowing Exceptions for Withholding Taxes (NEWT) Act. The legislation would close an existing loophole that allows self-employed individuals -- often lobbyists -- to lower their Medicare payroll tax liability by classifying earnings as profits or dividends, instead of as wages.
