McDermott Bill: “Establishes U.S.-Philippine Trade Relationship”

WASHINGTON, DC – On June 24, 2011, Congressman Jim McDermott (D-WA) introduced bipartisan legislation that would establish a United States-Philippines trade relationship for the first time in over four decades. The measure reaffirms the long-standing partnership between the U.S. and Philippines, which began in during the Spanish-American War and continues today as the Philippines assists in U.S. efforts to combat terrorism.

“The Philippines is a strategic partner and close ally. Our workforces stand together and are mutually dependent,” said Congressman McDermott. “This bill will help the U.S. textile industry and help the Philippines.”

McDermott’s bill, titled “Save Our Industries Act of 2011” or the “SAVE Act” (H.R. 2387), would provide duty-free treatment to a limited selection of goods so that Philippine-based manufacturers would have the ability to offer a more complete product line to American brands and retailers. McDermott introduced the measure in the previous Congress – this year’s version includes changes to ensure integrity of where materials come from, also known as “sourcing.”

H.R. 2387 has been referred to Ways and Means Committee in the House.  The Senate companion bill, S. 105, is currently under consideration by the Senate Finance Committee.
