Congressman Ruppersberger supports legislation that prevents the cruelty, neglect and exploitation of animals.

  • He introduced legislation to provide grants to states that enact laws to ban the devocalization of cats and dogs for anything other than medical necessity.
  • He helped pass House legislation to ban the sale of animal “crush” videos, in which small animals are abused. He is currently cosponsoring legislation to fine or imprison anyone caught selling or offering these videos.
  • He cosponsors the “Puppy Uniform Protection & Safety Act” to expand inspection and licensing requirements to large dog breeders.
  • He cosponsors the “Great Ape Protection Act” to stop invasive research on chimpanzees that remain imprisoned in laboratories.
  • He cosponsors the “Prevention of Equine Cruelty” to end the slaughter and transport of horse meat for human consumption.

  • He cosponsors a resolution to reverse changes to the Endangered Species Act and restore reviews of federal construction projects to ensure endangered wildlife are protected.
  • He helped pass the “Great Cats and Rare Canids Act” in the House to provide funds and resources for species conservation and tougher laws regulating the breeding and possession of exotic animals.
  • He voted for the “Captive Primate Safety Act,” which makes it illegal to import, export, transport, sell, receive, acquire or purchase any live prohibited wildlife species.
  • He cosponsored and helped pass the “Truth in Fur Labeling Act” in the House to protect consumers by closing loopholes that allow some animal fur garments to go unlabeled.
