While steps were taken to increase security, mail delivery to the Capitol Complex was stopped on October 13, 2001. With new security measures in place, mail sent to my Washington D.C. office between October and December is now being delivered. However, processing time for the United States Postal Service has been slower than anticipated and shipments will be limited and sporadic as the new irradiation process is refined.
After the anthrax contamination of October, the Postal Service has estimated that its new processes will take seven to ten days, while the House procedures take four to five business days. In total, current mail should take approximately fourteen days to reach House offices. A portion of the mail is not meeting this delivery goal. On May 6, 2002, the House Inspector General found that 10% of the Postal Service's "current mail" delivery had postmarks with a year 2001 date.
