Water Resources Development Requests
On behalf of Missouri's 3rd Congressional District, Congressman Russ Carnahan made the following requests for consideration in the reauthorization of the Water Resources Development Act. Project requests are listed in alphabetical order.

Project: City of Festus Water Plant Upgrades
Non-federal sponsor: City of Festus Jefferson County Water Authority
Purpose: The intent of this project is to make needed upgrades to the City of Festus' water plant including upgrading and replacing outdated meters and pumps, aeration upgrades, installing an emergency power generating unit, lagoon cleanout, installing and upgrading sludge handling drying beds, and a new Clearwell. 

Project: City of St. Mary's Water Treatment Plant
Non-federal sponsor: City of St. Mary
Purpose: The City of St. Mary's water treatment plant is antiquated and inadequate to serve the City.  Additionally, the City's wells are not adequate for the municipal water supply and also need to be abandoned.  Current water in the city has high iron content and some sulfur.  This project will provide a municipal water system for the City of St. Mary, Missouri.  The City will hook into the Ste. Genevieve County public water supply district, which will provide potable water to the City residents.  The City will also replace antiquated water mains and build adequate water storage.  The public water supply district hook-up and supply will enable the City to abandon their water treatment plant, replace inadequate lines and therefore lower their operation cost, while supplying the residents with a safe water supply. 

Project: Georgetown Manor Wastewater Treatment
Non-federal sponsor: Jefferson County Public Sewer District
Purpose: Approximately seventy- five percent of the septic tank/drain field systems in the Georgetown Manor development in unincorporated Jefferson County near Festus, Missouri are failing.  This project would provide a grinder pump/pressurized collection system and a mechanical wastewater treatment plant to serve 140 properties. 

Project: Horine Area Pressurized Sewers
Non-federal sponsor: Jefferson County Public Sewer District
Purpose: Approximately ninety percent of the on-site treatment systems are in the Horine area are failing.  This project will authorize construction of a grinder pump/pressurized collection system to serve this community.  Additionally, this project will authorize construction of a pump station and force main to convey the wastewater to a treatment plant where it can be treated. 

Project: Jefferson County Public Water Supply District Number Two Treatment Plant
Non-federal sponsor: Jefferson County Public Water Supply District Number Two
Purpose: Since the construction of the treatment plant for Public Water Supply District Number Two in 1978 flood water from the Big River has come perilously close to the area where the treated water is stored causing site damage in 1982, 1993, 1994, and most recently in Spring 2008.  This flooding has not yet caused contamination by untreated river water, but if it did there would be more than 16,000 customers out of service and fire protection in that area would be severely compromised.  Therefore, the water district would like to construct an Earthen Berm on the side of the water treatment facility, which is located near the confluence of the Big River and the Meramec River.  The goal of the project would be to protect the water treatment facility from further flood damage. 

Project: Kimmswick Recreation Area
Non-federal sponsor: Jefferson County Government
Purpose: The Kimmswick Recreation Area is part of a larger comprehensive project to design and construct projects for environmental, recreational, and natural habitat in Jefferson County, along the Mississippi River.  The project will develop and design utilization and public access to the subject property and the Mississippi River, protection and enhancement of natural habitat, and educational and recreational opportunities.  This project would design and construct soft and hard surface walking trails, a fishing pier, and seating and parking areas.

Project: Middle Mississippi River Pilot Program
Non-federal sponsor: none, this is an amendment to an existing provision.
Purpose: The intent of this project is to initiate a pilot program to restore and protect fish and wildlife habitat in the Middle Mississippi River as an integral part of the navigation project.  Activities will include but are not limited to modification of navigation training structure; modification and creation of side channels; modification and creation of islands; studies and analysis necessary to apply adaptive management principles in design of future work; and acquisition from willing sellers for any land associated with a riparian corridor needed to carry out the goals of the pilot program.  Enclosed is suggested draft language.

Project: New Bourbon Regional Port Authority Water and Sewer Facilities
Non-federal sponsor: New Bourbon Regional Port Authority
Purpose: The project involves the construction of water and sewer facilities at the newly constructed New Bourbon Regional Port Authority.

Project: St. Louis Region Combined Sewer Overflow Reduction
Non-federal sponsor: Metropolitan St. Louis Sewer District
Purpose: An estimated 226 million gallons of untreated sewage from combined sewer overflows are being discharged into receiving waters on annual basis in the Metropolitan St. Louis region.  This project works to construct projects that will reduce or control combined sewer overflows in the Metropolitan St. Louis region.

Project: St. Louis Floodwall Pump Station Reconstruction
Non-federal sponsor: Metropolitan St. Sewer District
Purpose: This project involves the reconstruction of components of the St. Louis floodwall pump station to ensure adequate ongoing flood protection to the Metropolitan St. Louis region.  This project is critical due to long term degradation of system components resulting from the age of the pump stations.
