Surface Transportation Project Requests
On behalf of Missouri's 3rd Congressional District, Congressman Russ Carnahan made the following requests for funding in the surface transportation authorization bill.  Project requests are listed by requested authorization amount (highest to lowest).

Project: Acquire right of way and reconstruct the Hanley Road and Manchester Road intersection as a median u-turn intersection.
Purpose: To decrease heavy congestion and improve traffic capacity from the I-170 inner belt in St. Louis County.
Requested amount: $10 million.


Project:
Replace/Reconstruct the South Kingshighway Viaduct over the Union Pacific railroad tracks from I-44 to Southwest.
Purpose: To completly reconstruct the obsolete bridge to eliminate the need for subsequent repairs to the deteriorated bridge.

Requested amount:
$10 million.

Project: Plan, complete environmental review, design, acquire right of way, and construct improvements to Routes M, MM, and W in Jefferson County.
Purpose: The improvement will greatly reduce the traffic on the existing routes and improve safety and congestion, which will facilitate intra-county traffic.

Requested amount:
$8 million.

Project: Construct an improved & uniformed planned roadway design for Clayton Road in Richmond Heights, Clayton and the City of St. Louis.
Purpose: To make the multi-modal roadway efficient for traffic and an inviting streetscape for pedestrians.
Requested amount: $6.042 million.

Project: Design, engineer, and construct a trail transportation system beginning near the confluence of the River des Peres and Mississippi Rivers in the City of St. Louis and continuing west along River des Peres to Interstate 55 in the City of St. Louis.
Purpose: To link the existing
River des Peres Greenway (RDP) trail system-currently stretched between between I-55 and Landsdowne Ave-and will link with the Mississippi River Greenway trail system.
Requested amount: $5.696 million.

Project: Acquire right of way and construct sidewalks at locations throughout South St. Louis County. 
Purpose: To provide safe and secure pedestrian access near neighborhood facilities particularly schools.
Requested amount: $5.2 million.

Project: Provide streetscape enhancements such as lighting, landscaping, pedestrian and bicycle facilities along Lemay Ferry Road, provide a crosswalk and signal at Hancock Place Elementary School, and provide enhancements to ten other locations
Purpose:
To enhance the visual apprearance of the commercial parts of Lemay, improve access to schools and community facilities and link neighborhoods.
Requested Amount: $4 million.

Project: Acquire right of way, engineer and construct railroad trackage to serve the Port of New Bourbon public multi-model transfer facility in Ste. Genevieve County.
Purpose: To relieve
congestion on area highways by allowing more local products to be shipped by barge and will result in lower transportation costs for local industries and reduced carbon emissions.
Requested amount: $3.68 million.

Project: Complete alternatives analysis, engineering, and design for a fixed-rail electric trolley route along Delmar Boulevard and DeBalievere Avenue from Trinity Avenue in University City to the Missouri History Museum in the City of St. Louis.
Purpose:
Extending fixed rail transit into more areas of the City will encourage the use of public transportation, walking and bicycling, reducing congestion and use of petroleum-fueled vehicles, improving accessibility, solidifying previous economic investments downtown and in Grand Center and spurring additional development along the streetcar corridor.
Requested amount: $3.6 million.

Project: Acquire right of way for the new Route 21 in Jefferson County.
Purpose: To acquire land required for future developments and expansion of Route 21 for instance a temporary connection between New Route 21 and Old Route 21.

Requested amount:
$3.2 million.

Project: Design, plan, and construct a new intersection on Rte. 21 at Rte. 110 in Jefferson County. 
Purpose: To reduce crashes and improve safety by improve the sight distance for vehicles entering Route 21.
Requested amount: $1.6 million.

Project: Rehabilitate the driving surfaces of key roads in the St. Louis County arterial road system, and provide safer curb ramps and crosswalks that meet current Americans With Disabilities Act standards.
Purpose: To improve current roadways making them
smoother, safer driving condition for motorists as well as pedestrians.
Requested amount: $1.393 million.

Project: Design, plan, acquire right of way, and construct a new roundabout on Rte. 61 at River Cement Road in Jefferson County.
Purpose:
A roundabout will force traffic, consisting of trucks and residential traffic, to slow down and improve the safety of this intersection.
Requested amount: $800,000.

Project: Study of the Intersection of Route 67 and Route CC in Jefferson County.
Purpose:
To study the feasibility of an improved intersection to reduce the problem of increased traffic from the planned widening of I-55.
Requested amount: $240,000.

Project: Conduct a sound analysis within the I-44 corridor of the city of St. Louis.  This study will determine the current sound levels of the adjacent property owners, determine a general location height and cost of the soundwall.
Purpose:
To analyze the sound readings along the I-44 corridor.  A sound wall could reduce noise levels from five to 10 decibels.
Requested amount: $40,000.

Project: Inclusion of the St. Louis Metropolitan Region in the Non-motorized Transportation Pilot Program.
Purpose:
To reaffirm St. Louis' established plan for a bicycle and pedestrian pathway system and commitment to developing a greenway network of trails and bike lanes.

Requested amount: N/A (no funding requested)

Project:
Complete alternatives analysis, engineering, and design and constuct a light rail route extending north from the 1-55 and Bayless area in St. Louis County to the multimodel center in the St. Louis central business district.
Purpose:
To study the feasibility of MetroLink light rail extending into South St. Louis County connecting it to other destiations throughout the bistate region including downtown St. Louis and Lambert International Airport.
Requested Authorization: N/A (authorization requested)

Project: Design and construct a Rapid Transit system along the I-55 corridor in South St. Louis County.
Purpose: Reduce traffic congestion and provide residents of South County with a viable public transit alternative.
