In the Senate - Next week, the Senate will resume consideration of a bill, S.3637, that would extend for two years the Federal Deposit Insurance Corporation’s Transaction Account Guarantee (TAG) program, which provides unlimited deposit insurance coverage for non-interest-bearing transaction accounts.

Fiscal Cliff - In an interview on “The Daily Rundown with Chuck Todd” on MSNBC, Johnny suggested that the president wants us to go off the fiscal cliff, let tax cuts expire, cut defense spending and then come out and cut taxes on just a few later on. Johnny believes that it is time to sit down and get serious because if we don’t address the current fiscal cliff in this lame-duck session of Congress, we will put the nation in the same precarious position again. “I’m not in favor of patchwork solutions to a macro problem.” read his thoughts here

Arms Smuggling in the Gaza Strip – On Wednesday, Johnny and Sen. Ron Wyden, D-Ore., along with a bipartisan group of 16 more senators sent a letter to Egyptian President Mohamed Morsi urging him to step up efforts to stop arms smuggling through the Sinai and into Gaza that could reignite the conflict between Israel and Hamas. In the letter, the senators wrote, “In order for the ceasefire to hold, it is imperative that your government bolster its efforts to halt all weapons smuggling taking place via both overland and underground routes.” read more

Benghazi Investigation – Johnny has pressed for additional information from the administration since it first became clear that Congress and the American people were not getting straight answers. This week, he appeared on CNN with Soledad O’Brien to discuss the crux of the issue: President Obama and his administration are accountable for Ambassador’s Rice’s initial statements, and he wants the facts: what we knew, when we knew it and why we weren’t prepared to protect our ambassador in a very important and dangerous part of the world.

Good Luck – Johnny sends his best wishes for big wins to two home state teams this weekend! Georgia Tech will play in the ACC Championship football game in Charlotte, NC, and UGA, his own alma mater, will play in the SEC Championship game in Atlanta, Ga.

In the Senate – This week, the Senate will resume consideration of S.3525, which combines 16 Senate and House bills into one legislative package supporting hunting, fishing and recreational activities and habitat conservation programs. The Senate will also likely begin work on the defense authorization bill, S.3524.

Housing Market Recovery – Johnny urged the administration on Friday to heed Federal Reserve Chairman Ben Bernanke’s warning this week that overly restrictive lending standards are a threat to our nation’s housing recovery. Johnny has repeatedly called on the administration to revise its proposed rule that would prevent responsible homebuyers from obtaining Qualified Residential Mortgages by requiring a 20 percent down payment. read more

In the Senate - The Senate wrapped up in the early morning hours on Saturday before adjourning until after the election. The Senate will return for votes on Nov. 13, 2012.

Fiscal Cliff – On Thursday, Johnny spoke on the floor of the Senate about the need and Constitutional requirement for the Senate to vote on a budget annually. On Sept. 4, 2012, the national debt hit the unfortunate milestone of $16 trillion. Johnny stands ready and remains committed to dealing with the future of the American people, their taxes, their entitlements, and the guarantees the government made to them on Social Security and Medicare. In the Senate – The Senate resumes on Monday with a vote on the nomination of Stephanie Marie Rose, of Iowa, to be United States District Judge for the Southern District of Iowa. On Tuesday, the Senate is expected to hold a cloture vote on the motion to proceed to a bill, S.3457, that would create a veterans' jobs corps.

Georgia Chamber – The Georgia Chamber of Commerce, Cobb Chamber, Macon Chamber, Valdosta Chamber and others will hold meetings this week in Washington, D.C., with Johnny and the Georgia Congressional delegation. He looks forward to meeting with these groups and welcomes them to Washington!

9/11 –  On Tuesday, Johnny will participate in the Congressional Remembrance Ceremony of the Eleventh Observance of the terrorist attacks of September 11, 2001.

Telephone Town Hall – On Monday evening, Johnny held a telephone town hall meeting with citizens from across Georgia. The topics ranged from the requirements written into President Obama’s health care law to finance reforms that would repeal the Dodd-Frank legislation and help small business. U.N. Convention on the Rights of Persons with Disabilities – On July 26, 2012, the Senate Committee on Foreign Relations voted 13-6 in favor of the U.N. Convention on the Rights of Persons with Disabilities, sending it to the full Senate for ratification. No date has been set for a vote by the full Senate. The Convention needs 67 votes to be ratified.

Johnny heard from may groups that advocate for persons with disabilities as well as many other groups, including Veterans of Foreign Wars, Disabled American Veterans, Wounded Warriors Project, and AMVETs, in support of the Convention. Johnny voted in favor of the Convention in the committee because ratification would signal to the world that the U.S. is committed to continuing its role as the international leader in disability rights. The Convention, which was originally negotiated during the Bush administration, will not and cannot change existing U.S. law. It will not erode our sovereignty and it will ultimately allow the United States to continue to be the world leader in rights for people with disabilities. Johnny strongly supports the rights of parents, and believes this Convention upholds parental rights. Johnny is one of 12 cosponsors of Senator DeMint’s Constitutional amendment that would declare that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right.

In the Senate – This week, the Senate will vote on the nomination of Robert E. Bacharach, of Oklahoma, to be a United States Circuit Judge for the 10th Circuit. The Senate will also likely continue its work on S.3414, the cybersecurity legislation.

Arms Trade Treaty – On July 10, 2012, Johnny sent a letter to the U.S. Ambassador to the United Nations to demand an explanation as to why the U.S. did not exercise its authority to oppose Iran’s membership on the Arms Trade Treaty panel on July 3, 2012. He also urged her to take every step possible to oppose Syria from joining the United Nations Human Right Council given the Syrian government’s recent history of violence against its own citizens. On July 26, 2012, he sent a letter with 50 other senators notifying President Obama and Secretary of State Clinton of their intent to oppose ratification of an arms trade treaty that in any way restricts the rights of law-abiding American gun owners. Obama Tax Hike – As a small businessman himself, Johnny spoke on the floor of the Senate this week to question Obama’s assertion that American business owes its success to the government. “It’s the other way around… It is time that the government understands where it gets its strength—it’s from the American taxpayer. If we consider small business, we will make better decisions and as a result, America will be stronger.” He further argued that the president and Senate Democrats are fostering more uncertainty for America’s families and small businesses with their proposal to extend tax cuts that are set to expire at the end of this year only for one year and only for those making less than $250,000, allowing taxes to increase for other Americans and small businesses. watch the video

United States and Israel – On Tuesday, the House of Representatives’ passed the “United States-Israel Enhanced Security Cooperation Act of 2012,” legislation that was co-sponsored by Johnny and Sen. Boxer, D-Calif. The legislation which passed the Senate at the end of June, will reaffirm the United States’ “unwavering commitment” to Israel’s security and U.S. support for Israel’s right to self-defense. Supreme Court Ruling on Health Care Law – Today, the Court upheld the health care law and ruled that the individual mandate could be upheld as a tax. The Court upheld that the portion of the law that expanded the number of people who qualify for Medicaid, but ruled that it is unconstitutional to withhold current funding for states that don’t comply with the expansion.

Today’s ruling does not change the fact that there have been enormous problems trying to implement this terribly flawed law and that it must be repealed and replaced with a step-by-step approach that makes health care more accessible, affordable and competitive.” – U.S. Senator Johnny Isakson

Health Care Law – Johnny has co-sponsored several pieces of legislation aimed at repealing provisions of the health care law. On February 2, 2011, he voted to repeal the health care law altogether. He will continue to work to repeal this law, which he believes is law is bad for Georgia, bad for families, bad for our seniors and bad for the American economy.

Supreme Court Ruling on Immigration – On Monday, the U.S. Supreme Court issued its ruling on Arizona v. United States. Johnny is assessing the effects that this rulingcould have on Georgia’s immigration law, as the laws have some similarities but are not identical. First and foremost, he believes that it is imperative that we secure our borders. Johnny has always drawn a clear distinction between legal and illegal immigration, and anyone who comes to our country legally should be welcomed to share in the pursuit of the American dream. At the same time, the defense of our nation begins with securing our borders and ending the opportunity for illegal entry. Our immigration laws must be followed and they must be enforced, and Johnny stands in full support of those who do both.

Farm Bill – Last week, Johnny voted against the Senate version of the farm bill, the Agriculture Reform, Food, and Jobs Act of 2012. The bill does not sufficiently represent all farmers across the country, and it fails to address skyrocketing costs associated with the Nutrition Title that now accounts for almost 80 percent of this bill. The bill also heavily favors certain commodities in certain areas of the country and does not provide a sufficient safety net for farmers in the Southeast. United States-Israel Enhanced Security Cooperation Act of 2012 – Legislation by Johnny and Sen. Boxer, D-Calif., to reaffirm and strengthen security cooperation between the United States and Israel passed the U.S. Senate Committee on Foreign Relations unanimously on Tuesday. Specifically, the bill would reaffirm the United States’ “unwavering commitment” to Israel’s security and support for Israel’s right to self-defense. The legislation has 64 co-sponsors in the Senate. read more

Deportation Policy Rule Change – Johnny is disappointed by this political stunt and extremely concerned that the Obama administration is once again circumventing Congress by unilaterally changing the law of the land. He opposes granting amnesty and believes that this issue demands a full debate in Congress. Johnny believes that this politically motivated action by the President granting back-door amnesty is absolutely the wrong way to handle this critical issue.

In The Senate – During the week of June 18 -22, 2012, the Senate will continue work on the farm bill. The Senate may also continue to consider a motion to proceed to the flood insurance legislation, S.1940.

Paycheck Fairness Act – On June 5, 2012, Senate Majority Leader Reid attempted to bring the Paycheck Fairness Act, S.3220, to the floor for debate. The Senate failed to invoke cloture on the motion to proceed to a debate on S.3220. Johnny believes that gender discrimination in the workplace is simply intolerable, and he believes that the three laws already in place sufficiently protect against gender discrimination and provide for damages related to gender discrimination. Therefore, he voted against cloture. Furthermore, Johnny feels that this bill is a trial lawyer bailout that would result in a surge of class-action lawsuits. It would also significantly impact small businesses because it would apply to employers with as few as two employees.

“Micro unions” – Johnny has introduced legislation to prevent the formation of “micro unions” in the workplace. He was interviewed on Fox Business News today regarding this issue. watch here

Opinion Editorial – Johnny wrote an op-ed for the Atlanta Journal-Constitution urging the administration to revisit a proposed rule that could have devastating consequences on the housing market. read it here

Flood Insurance – The National Flood Insurance Program is set to expire this month and Johnny is hopeful that the Senate can quickly come to an agreement on an extension. Failure to pass a bill is harming the housing market and stalling the economic recovery.

Academy Day – Over the weekend, Johnny hosted his annual Military Academy Day for students interested in attending one of our nation’s military service academies. To read coverage of the event, which drew more than 1,000 people, click here.

Tax Credits for Illegal Immigrants – The Treasury Inspector General for Tax Administration has issued a report stating that individuals who are illegally living and working in the United States were paid $4.2 billion in refundable child tax credits through apparent IRS loopholes. Johnny believes that this fraud and abuse is outrageous and he is cosponsoring legislation to stop it.

Student Loan Interest Rates – Johnny understands that student lending is important to education, and everyone agrees that Stafford student loans should remain at the current rate of 3.4 percent. The disagreement in Congress right now is how we pay for it. Johnny remains optimistic that once the political gamesmanship ends, Congress will come to a solution and do what’s right for the students of America. Additionally, no student who currently has a loan would be affected if the interest rate goes up.

Georgians in D.C. – On Wednesday, Johnny will meet with the Augusta and Central Savannah River Area during their annual Washington, D.C. fly-in visit.

“Ambush Election” Rule – On Tuesday, Johnny voted to have the Senate debate a resolution to block the National Labor Relations Board from implementing its “ambush election” rule, which is designed to speed up union representation elections in hopes of helping labor unions win. Enzi’s Resolution of Disapproval that Johnny has co-sponsored to reverse the “ambush elections” policy by the National Labor Relations Board. Today in the Senate –  Johnny demanded  an explanation from President Obama over his comments to Russian President Dmitry Medvedev that he would have “more flexibility” on issues such as missile defense after the 2012 presidential election. “I find the president’s comments to President Medvedev very troublesome… it is important that the president explain what he meant by his comments and how ‘flexibility’ would be implied if he were reelected president of the United States,” Isakson said on the Senate floor.

Tax Increases on Energy Producers – Also on Thursday, Johnny helped defeat a bill in the Senate that would have increased taxes on American oil and gas companies. Isakson argued that the proposed tax increases would do nothing to reduce $4-per-gallon gas prices, and he urged that the real solution to reducing the price at the pump must include developing all domestic sources of energy. read more

Spirit of Enterprise Award – Johnny received the “Spirit of Enterprise Award” from the U.S. Chamber of Commerce for support of pro-jobs, pro-growth policies during the first session of the 112th Congress.

Obama’s Health Care Law – President Obama’s health care law marked its two-year anniversary last week. This week, the U.S. Supreme Court will hear a challenge to the law, arguing that the law is unconstitutional because it mandates that individuals buy health insurance and that portion cannot be separated from the rest of the bill. In January, Johnny joined 35 other Republican senators in signing on to an amicus brief to the U.S. Supreme Court opposing the President’s health care law.

In the Senate – Today, the Senate will vote on the motion to proceed to a measure regarding oil and gas industry tax credit.

Obama’s Health Care Law – This week marks the two-year anniversary since President Obama’s terribly flawed health care law went into effect. Last week, the nonpartisan Congressional Budget Office released a new estimate showing the gross cost of the president’s health care law growing to $1.75 trillion. Johnny has repeatedly called for the law to be repealed, reiterating that more than 1,000 waivers have been granted exempting more than 2.5 million individuals from the law’s insurance mandates.

Student Outreach – Today, Johnny spoke to 150 fourth graders at Coal Mountain Elementary in Cumming, Ga. via Skype. He always enjoys visiting with Georgia’s youth and hearing what’s on their minds.

Religious Freedom – Johnny was disappointed the Senate today killed a bipartisan amendment by Sen. Roy Blunt that would have repealed the Obama Administration’s unconstitutional mandate regarding contraceptives in the health care law. Johnny was a co-sponsor of the Blunt amendment because he believes the administration is wrong to try to force religious institutions to provide insurance to their employees that includes coverage that some, including the Catholic Church, have religious objections to providing.

In the Senate – This week, after the annual reading of George Washington’s farewell address, the Senate will consider the nomination of Margo Kitsy Brodie to be a U.S. District judge for the Eastern District of New York. The Senate is then expected to return to consideration of the surface transportation bill (S 1813).

Gas Prices – Johnny is very frustrated by the fact that the United States is dependent on imported foreign oil from unstable areas of the world. Johnny feels that the Obama administration’s rejection of a construction permit for the Keystone XL pipeline in January 2012 was a terrible mistake and Johnny is working to find a way to allow it to move forward, despite the president’s rejection. read more

Monday – Johnny will attend the official launch of Southwest Airlines’ service in Atlanta. Southwest Airlines is expanding its presence in Atlanta and Georgia as part of the acquisition of AirTran Airways. Johnny is optimistic about the economic benefits this will bring to the state.

Plant Vogtle Construction License
– The Nuclear Regulatory Commission today voted to clear the way for construction to begin at Plant Vogtle near Waynesboro, Ga. on the nation’s first two nuclear units in 30 years. A long-time proponent of nuclear energy, Johnny believes that energy security must be one of our top goals for 2012. The new units at Vogtle are expected to create 5,000 on-site jobs, including 3,500 craft labor jobs during the peak of construction and 800 permanent jobs. read more

Savannah Harbor Funding – On Wednesday, the U.S. Army Corps of Engineers announced that it will spend an additional $2.5 million toward the Savannah Harbor Expansion Project for project construction. The announcement is a great victory for Savannah, for Georgia and for the entire Southeastern economy. read more

Georgia’s ‘No Child Left Behind’ Waiver – The U.S. Department of Education today granted the state of Georgia a waiver from certain provisions of ‘No Child Left Behind.’ Last September, Johnny and Superintendent John Barge personally delivered Georgia’s waiver request to Secretary of Education Arne Duncan. read more

This Week – The Senate voted Monday to approve the conference report to accompany the Federal Aviation Administration reauthorization. This is the first full reauthorization bill for the Federal Aviation Administration since 2003. The Senate turns next to a two-year surface transportation reauthorization package.

Contraceptive Mandates in Health Care Law – On Jan. 20, 2012, the U.S. Department of Health and Human Services (HHS), announced that under the President’s health care law, all employers – including most faith-based organizations – will be required to provide coverage of contraceptives for women. Johnny believes this is wrong and has co-sponsored S.1467, Respect for Rights of Conscience Act of 2011, legislation that permits a religious organization to decline mandated coverage of items and services that directly contradict its religious beliefs.

Reading to Students – On Monday, Johnny read “Oh The Places You’ll Go” by Dr. Seuss to students at Centennial Place Elementary School in Atlanta in conjunction with Everybody Wins!, a national children’s literacy and mentoring nonprofit that brings volunteer mentors into schools for weekly one-on-one reading experiences.

Recess Appointments – This week, following the president’s recess appointment of Richard Cordray to the Consumer Financial Protection Bureau as well as three members to the National Labor Relations Board, Johnny joined 33 of his Senate colleagues in demanding that Senate Majority Leader Harry Reid, D-Nevada, clarify “serious inconsistencies” in his past statements about the use of recess appointments.  read the letter

This week – Johnny returns to Washington, D.C. this week as the Senate convenes for the 2nd Session of the 112th Congress.

Keystone XL Pipeline – Last week, Johnny strongly criticized the Obama administration’s decision to kill the proposed Keystone XL pipeline, writing in a letter to the White House that the decision is a missed opportunity to secure America’s energy future and to create tens of thousands of badly needed jobs for Americans. The Wall Street Journal today had a good op-ed regarding the decision’s effect on investors that takes into account Obama’s disregard of the law

Medicare Reimbursements for Physicians – Johnny supports repealing the Sustainable Growth Rate, also known as the SGR, which is the flawed payment schedule used to determine Medicare reimbursement fees for physicians. Congress has voted to delay the reduction of physician fees in each calendar year since 2003. The ideal solution would be a permanent payment fix so that we can avoid these types of partisan games every year and doctors can be appropriately compensated and seniors continue to have access to care.  Johnny will always support giving our senior citizens better choices and better access to the health care they need.

Debt Limit – Last week, Johnny voted to support a resolution of disapproval on the president’s request to increase the debt limit by an additional $1.2 trillion.

PIPA - Johnny is a cosponsor of the “Protect IP Act,” commonly referred to as PIPA,  the Senate bill that targets websites registered outside of the United States that are “dedicated to infringing activities.” It is specifically aimed at foreign criminals who steal American goods and content, sap the economy, and are a danger to consumers. The bill will not shut down sites such as YouTube. A “rogue site” is a foreign site with no significant purpose other than engaging in, enabling or facilitating copyright violations and/or trademark counterfeiting as defined under U.S. law; or is operated primarily as a means for engaging in, enabling, or facilitating  copyright violations and/or trademark counterfeiting. Sites such as YouTube and Facebook receive “safe harbor protection” from the 1998 “Digital Millennium Copyright Act.” Those safe harbor protections protect legitimate websites, not websites that are dedicated to theft and have no intention of complying with U.S. law. Additionally, the Attorney General must follow established due process and court approval. For domestic search engines and Internet service providers, the Attorney General cannot “demand” that they stop linking to foreign infringing sites.

Caitlin Halligan Nomination- The Senate is expected to vote on President Obama’s D.C. Circuit Court of Appeals nominee, Caitlin Halligan early next week. Johnny will vote “No” on cloture on her nomination because he feels Halligan has failed to demonstrate the proper judicial temperament. Specifically, Halligan has a well-documented record that suggests she would be an unconstrained activist if confirmed, raising questions about whether she would be a fair and impartial jurist. 

LIHEAP Program Funding - The Fiscal Year 2012 Labor-HHS-Education appropriations bill that deals with the federal heating/cooling assistance program known as LIHEAP has not come to floor so the levels of funding for LIHEAP remains unclear. However, it is likely that there will be less funding for the program this fiscal year than there was in FY11. Johnny understands the importance of the LIHEAP program for Georgians who might not otherwise be able to afford expensive home energy-related costs and has weighed in with the Senate Appropriations Committee to ensure that Georgia receives its share of LIHEAP funds as current law prescribes.

Supercommittee - Johnny recorded a video this week discussing the bipartisan super committee’s failure to reach an agreement to cut at least $1.2 trillion in federal spending. Fannie/Freddie Bonuses
– Johnny joined 59 of his Senate colleagues in sending a letter to Federal Housing Finance Agency Acting Director Edward DeMarco and Treasury Secretary Timothy Geithner, objecting to the recent news that nearly $13 million in bonus pay was approved for 10 executives at Fannie Mae and Freddie Mac. The letter calls the bonuses “wildly imprudent” and urges the housing finance agency to make “changes to the executive compensation policy to more accurately reflect the mission of the agency and the fiscal reality facing the GSEs and the federal government.”

Nomination of Craig Becker to the NLRB – This week Johnny joined his Republican colleagues in the Senate in calling on President Obama to withdraw his nomination of former Service Employees International Union official Craig Becker to the National Labor Relations Board. read more

Health Care – This week Johnny voted to repeal the health care law and voted to repeal the 1099 reporting requirement that would have imposed an overly burdensome new tax reporting burden on small businesses. Johnny also praised U.S. District Judge Roger Vinson for ruling the health care law unconstitutional.

Health Care Court Ruling
- "I commend the judge on his ruling that it is unconstitutional to force Americans to purchase health insurance or pay a fine for failing to do so. This unconstitutional provision is just one of the many problems with this terribly flawed health care law that is bad for Georgia, bad for families, bad for our seniors and bad for the American economy. I will continue to fight it every single day."

Gwinnett County Schools - Johnny participated in a roundtable discussion today at Meadowcreek High School in Norcross, Ga. with U.S. Secretary of Education Arne Duncan. Gwinnett Public Schools was recently awarded the "Broad Prize for Urban Education" and the roundtable focused on the factors contributing to the county's success.

Israeli Consul General - Johnny began the day with several colleagues from the Georgia congressional delegation at a meeting with Israel's new Consul General in Atlanta, Opher Aviran.

The Federal Budget – This week, Johnny introduced the Biennial Budget Appropriations Act that would switch Congress from an annual spending process to a two-year cycle, with one year for appropriating federal dollars and the other year devoted to oversight of federal programs. He also cosponsored a constitutional amendment to balance the federal budget.
